UGANDA - Justice Simon Mugenyi Byabakama Chairman of the Independent Electoral Commission Uganda, appeals to the Political Parties and prospective candidates in the Serere by-election to call upon their supporters to observe law and order, transparency, and fairness aimed at having a peaceful, free, fair and credible elections without any violence.

Justice Byabakama says the Commission received the notice on 28th December 2022 and therefore, the statutory deadline for holding the by-election for Serere County MP is Saturday 25th February 2023. The EC Chairperson, Justice Byabakama Mugenyi Simon says as required by law, the statutory deadline for conducting a Parliamentary by-election is sixty (60) days after notification from the Clerk to Parliament on the occurrence of the vacancy.

He revealed this when the Electoral Commission held a Stakeholders' Consultative Meeting for the by-election of Member of Parliament for Serere County, Serere District on 9th January 2023. The inspection of candidate’s nomination papers and lodging of official complaints, if any, will be conducted from 10th to 15th February 2023.

The campaign period shall run from 13th to 21st February 2023. The nomination of candidates for the by-election of Member of Parliament, Serere County will be conducted on Thursday 9th and Friday 10th February 2023 at the Office of the District Returning Officer, Serere District. Scrutinizing the Parish Tribunal lists of voters recommended for inclusion/deletion from the National Voters Register is slated for 1st February to 6th February 2023.

The lists will be displayed at the parish/ward level. Meanwhile, the Returning Officer, Serere District, Sylvia Nangendo Cheptegei, re-emphasized the need for continuous stakeholders' vigilance and engagements for a successful electoral process. During the display exercise, the Commission will also issue Voter Location Slips (VLS) to voters whose particulars appear on the Polling Register.

The VLS will help the voters to conveniently locate their polling stations on polling day. The display of the Voters Register for the Serere by-election will take place from 23rd January to 1st February 2023. Voters are encouraged to turn up in big numbers to verify the correctness of their particulars on the Register. The registration and transfer of voters from one polling station to another within Serere County will not take place after Tuesday 10th January 2023.

The Electoral Commission has appointed Tuesday 10th January 2023 as the cut-off date for registration of voters and for transfer of voting location in Serere County. The vacancy for a Directly-elected Member of Parliament, Serere County, was as a result of the untimely death of the former Member of Parliament, the Late Hon. Okabe Patrick who was involved in a motor accident on 19th December, 2022.
