HOIMA - In the heart of Uganda, a new leader has emerged, ready to shape the destiny of Hoima district. Uthman Mubarak Mugisha, at the young age of 26, has taken the oath as the LC5 chairperson, succeeding his late father, Kadir Kirungi. This transition, marked by sorrow and promise, unfolds against the backdrop of a by-election held on September 14th, 2023.

The seat became vacant tragically when Kadir Kirungi met his untimely demise in a fatal accident along the Hoima-Kampala road in March 2023. The grief-stricken community faced a decision: who would carry on the legacy of Kadir Kirungi and lead Hoima into a brighter future?
