Hon. Asha Nabulo’s Grassroots Leadership Earns Her PLU Patriotic Officer (PO) 167

Hon. Asha Mafabi Nabulo, the Sironko District Woman Member of Parliament, has been designated Patriotic Officer PO 167 by the Patriotic League of Uganda (PLU), adding a new dimension to her growing profile as a grassroots leader and legislator.

Nabulo has built her public profile around community empowerment, with a particular focus on women, youth and access to essential social services. Through her Mafabi Asha Foundation, she has undertaken initiatives aimed at improving livelihoods and supporting vulnerable communities across Sironko and the wider Elgon sub-region.

Her designation as Patriotic Officer (PO) 167 comes against the backdrop of her work in mobilising communities and promoting opportunities for ordinary Ugandans. The recognition places her among a growing number of political leaders, professionals and grassroots actors associated with the Patriotic League of Uganda.

Grassroots leadership

A strong academic foundation

Nabulo brings an extensive academic background to her parliamentary role.

She holds a Bachelor's Degree in International Business from INTI International University in Malaysia, giving her a foundation in international commerce, business management and economic affairs.

She also holds a Postgraduate Diploma in Islamic Banking and Finance from the Islamic University in Uganda (IUIU).

In addition, she earned a Postgraduate Certificate in Business Administration from the University of Hertfordshire in the United Kingdom.

Nabulo is currently pursuing a Bachelor of Laws at the Islamic University in Uganda, further broadening her academic preparation in areas related to law, governance and public policy.

Her combination of business, finance, administration and legal studies provides her with a multidisciplinary background that can be applied to parliamentary work and community development.

Representing Sironko in Parliament

As the Sironko District Woman MP, Nabulo carries the responsibility of representing the interests and concerns of constituents at the national level.

Her constituency work has centred on issues affecting ordinary families, particularly economic empowerment, employment, healthcare and access to basic services.

Sironko and the wider Elgon sub-region have significant agricultural and small-business communities. Expanding economic opportunities for women and young people is therefore important to strengthening household incomes and improving livelihoods.

The designation PO 167 is part of the Patriotic League of Uganda's Patriotic Officer numbering system.

The PO designation stands for Patriotic Officer, with the numbers serving as symbolic ranks within the organisation.

The system is described as a mechanism for recognising members based on factors including seniority, loyalty and contributions to the organisation.

The numbering system was initially rolled out through the PLU's Central Committee before expanding through subsequent batches to include political leaders, ministers, Members of Parliament, professionals and grassroots coordinators.

The structure draws inspiration from historical organisational ranking systems, including structures associated with the National Resistance Army.

For Nabulo, being designated PO 167 represents recognition within the PLU structure and adds an organisational role to her existing responsibilities as a Member of Parliament and community leader.

Women and youth at the centre of her agenda

A recurring theme in Nabulo's work is the belief that women and young people should be central participants in Uganda's economic transformation.
