Minister Kaboyo Commissions House for Family of Late ADF Victim in Kabarole, Warns Rebels Against Destabilising Uganda
The Minister of State for Luwero Triangle, Rwenzori and Busoga Affairs, Hon. Alice K. Kaboyo(R)has commissioned a newly constructed residential house for Ruth Tungo(L), the widow of the late Musa Tungo, whose family was brutally attacked by Allied Democratic Forces (ADF) rebels in Kabarole District.

KARANGURA, KABAROLE – November 3, 2026 – The Minister of State for Luwero Triangle, Rwenzori and Busoga Affairs, Hon. Alice K. Kaboyo, has commissioned a newly constructed residential house for Ruth Tungo, the widow of the late Musa Tungo, whose family was brutally attacked by Allied Democratic Forces (ADF) rebels in Kabarole District.

The commissioning ceremony took place on Wednesday in Nyakarongo LC1, Kibwa Parish, Karangura Sub-county, marking a significant moment of relief and renewed hope for a family that suffered devastating losses during the ADF insurgency.

Musa Tungo was killed alongside four of his children in an attack attributed to the ADF, while two other children were abducted. His wife, Ruth, narrowly escaped death, leaving her to endure years of grief and hardship following the tragic incident.

Speaking during the handover, Minister Kaboyo said she was pleased to personally commission the house in recognition of the suffering endured by the Tungo family and their contribution to the country's pursuit of peace.

She described the house as a demonstration of the Government's continued commitment to remembering families that suffered because of insurgency and violence.

In a strong warning to individuals and groups still engaged in activities aimed at destabilising Uganda, Kaboyo likened the ADF to a young monkey celebrating a burning forest without understanding that the destruction would eventually deprive it of its own home and source of survival.

“I pity those who are still fighting the NRM Government. Even if they run away to other countries, they will never have peace because they have blood on their hands. Instead of coming home to build their country, they are busy trying to destroy it,” Kaboyo said.

She assured Ugandans that the country's security situation was under control and that no attempts to undermine national stability would derail Uganda's development ambitions.

The Minister also commended residents of Karangura who participated in the liberation struggle, particularly those who remained committed to peace, supported the National Resistance Movement (NRM) and cooperated with Government efforts to restore stability in the Rwenzori region.

Kaboyo paid special tribute to community members who collected the remains of the victims following the attack and ensured that they received a decent burial despite the difficult circumstances.

According to the Minister, the sacrifices made by the victims and other people who contributed to the country's liberation should not be forgotten.

“They did not die for nothing. They sacrificed for their country, and it is now peaceful. Their children they left behind are now in leadership,” she said.

Government Reaffirms Commitment to Civilian Veteran Families

Kaboyo reiterated that the NRM Government recognises and appreciates individuals and families who suffered or made sacrifices during Uganda's liberation struggle and subsequent security challenges.

She acknowledged that the number of people and families requiring Government support was substantial, making it difficult to reach every beneficiary immediately due to competing demands and limited resources.

However, she assured affected communities that Government remained committed to extending assistance to deserving families as more resources became available.

The Minister further pointed to Uganda's emerging oil sector as an important source of future economic opportunities and revenue that could accelerate national development and strengthen Government's capacity to support vulnerable communities.

“Building a house for Ruth Tungo is a sign to you, especially those who sacrificed their lives, that even when we don't have enough resources, Government still remembers you. When Government gets enough resources, everyone will be covered, to show that you fought for a just cause,” Kaboyo said.

She explained that the newly commissioned house should be viewed beyond its physical value, describing it as a symbol of recognition, appreciation and Government's determination to stand with families that endured suffering in the course of protecting the country.

Ruth Tungo Thanks Museveni for Restoring Her Hope

In an emotional testimony, Ruth Tungo expressed gratitude to President Yoweri Kaguta Museveni and the Government for remembering her family after years of suffering.

Speaking through Minister Kaboyo, Ruth said she had never imagined that Government would eventually construct a decent home for her after the devastating loss of her husband and four children to the ADF violence.

She described the new house as a major turning point in her life, saying it had restored her dignity, given her a renewed sense of belonging and rekindled hope for the future.

Ruth also offered prayers for President Museveni and the Government, thanking them for standing with families that sacrificed so much for Uganda's peace and stability.

OPM Programme Supports Families Across Six Districts

The residential house was constructed under the Office of the Prime Minister (OPM) as part of the Financial Year 2025/2026 programme supporting civilian veteran families.

The programme covers beneficiaries in six districts: Luwero, Nakaseke, Kabarole, Wakiso, Buvuma and Bunyangabu.

The intervention is aimed at supporting families whose members endured hardship and sacrifices during periods of conflict and the country's liberation struggles.

The commissioning of the Tungo family home therefore represents part of the wider Government effort to recognise affected households and improve their living conditions through targeted support.

For Ruth Tungo, the new house is more than a construction project. It represents a measure of relief after years of unimaginable loss and a reminder that, despite the tragedy that befell her family, their suffering has not been forgotten.
