The Chief Executive Officer of the National Housing and Construction Company Limited (NHCC), Eng. Kenneth Kaijuka, officially handed over the newly constructed nominations venue at Lweza, Lubowa to the Electoral Commission (EC) and the National Organising Committee (NOC) on Friday, September 19, 2025.https://www.youtube.com/live/cDdfSzwu2w0?si=3vqq6V-0jaX2Z7dc

The ceremony was attended by the Chief Guest Hon. Katumba Wamala, Minister of Works and Transport, the Chairman of the Electoral Commission and NOC, Commissioners of the EC, the Chairman of the NHCC Board, technical teams, and members of the National Organising Committee.

Project Execution and Delivery

In his remarks, Eng. Kaijuka expressed satisfaction that the works had been completed professionally and within the scheduled time, ready to host the Presidential Nominations slated for September 23 and 24, 2025. He recalled that ground-breaking for this phase of construction took place on July 30, 2025, and the works had since been executed effectively to meet the national event timelines.

He assured the EC and NOC that NHCC, as the landowner and principal developer, had delivered the venue to the highest technical standards, with facilities tailored to meet both functional and security requirements.

Key Facilities and Installations at the Venue

The CEO outlined a number of infrastructure developments and facilities established at the site, including:

A 400m paved access road with a 7m-wide carriageway, a 1.2m-wide pedestrian walkway, and a stormwater drainage system.

Three flag poles for ceremonial use.

Toilet blocks with 1500-liter reservoirs, inclusive of VIP and general public sections, each fitted with separate provisions for persons with disabilities (PWDs). 

A 20ft control container office fitted with air-conditioning, ICT, and internet installations provided by NITA-U.

Electrical installations including a 500kva transformer, feeder pillars, industrial and soft power points, a 400kva standby generator, and comprehensive security lighting with solar-powered streetlights and hydro-powered floodlights.

Full ICT connectivity with two independent data lines, ensuring uninterrupted internet access.

CCTV cameras installed across the venue for surveillance and security. 

Observations and Requests

Eng. Kaijuka further highlighted key operational considerations for the success of the project and event:

NHCC will retain technical staff on-site to provide guidance on installations and usage.

As-built drawings will be provided for reference.

The defects liability period has commenced to ensure quick rectification of any issues.

National Housing Management and the Board will remain on standby for support.

Site teams should be allowed to complete pending internal works beyond the nomination venue.

The construction committee should remain functional for the entire project phases.

A detailed report with the costed Bill of Quantities, specifications, and as-built drawings will be submitted to the EC at a later stage.

In conclusion, the CEO thanked the EC, NOC, and all stakeholders for their support and collaboration throughout the project’s implementation. He reaffirmed NHCC’s commitment to serving national interests through professional and timely delivery of infrastructure projects.
