Mr. Hilary G. Kimbugwe, a seasoned sports administrator from Makerere University Business School (MUBS), has officially declared his bid for the position of General Secretary in the forthcoming Association of Uganda University Sports (AUUS) Executive Committee elections. The polls are set to take place on 26th September 2025, ushering in a new leadership term for the body responsible for coordinating university-level sports across Uganda.
Kimbugwe brings with him a rich blend of experience, both as a former elite referee and a long-serving sports administrator, positioning him as one of the strongest candidates for the office.
A Wealth of Experience in Sports Administration
With a career spanning nearly two decades at MUBS, Mr. Kimbugwe has served as Assistant Sports Tutor for 19 years, while also holding the role of MUBS Sports Committee Secretary for 18 years. His contribution to student sports development and institutional sports structures is widely recognized.
Beyond MUBS, he has actively shaped the sports landscape nationally and internationally. His portfolio includes:
Former FIFA International Assistant Referee, where he represented Uganda at the highest level of officiating.
CEO of the Uganda Football Referees Association (UFRA) for 12 years, steering the body through growth and development.
Member of the FUFA Referees Disciplinary Committee, contributing to fair play and integrity in football.
University Rugby Committee member for two years, supporting rugby growth in higher institutions.

Hailing from Entebbe, Kimbugwe is a proud product of the town’s humble yet vibrant sports families. He featured prominently in basketball, playing for the Entebbe Saints, Entebbe Airforce, and Caltec Academy. Notably, he shared the pitch with FUFA CEO Edgar Watson during the Lamennais Football Championship, experiences that nurtured his love for sports and leadership.
These formative years paved the way for his transition into administration, where he has since emerged as a true sports legend, admired for his consistency, professionalism, and passion for nurturing young talent.
Educational Background
Kimbugwe is a graduate of Sports Science and Management from Ndejje University, equipping him with both the academic and practical grounding needed to lead university sports into a new era.
