Hon Orone: NRM Caucus 11 Resolutions Will Strengthen Uganda’s Development Agenda

The National Resistance Movement (NRM) Parliamentary Caucus has adopted 11 resolutions aimed at strengthening discipline within the party, supporting government programmes, combating corruption and advancing Uganda’s socio-economic transformation.

The resolutions were discussed during a meeting between Members of Parliament under the NRM Caucus and President Yoweri Kaguta Museveni, who is also the NRM National Chairman, held on Friday, August 7, 2026, at Speke Resort Convention Centre, Munyonyo.

According to Hon. Orone Derrick, Member of Parliament for Gogonyo County in Pallisa District and Publicity Secretary of the NRM Caucus, the meeting provided an opportunity for the newly constituted 12th Parliament to discuss the role of NRM legislators in supporting government programmes and finding solutions to challenges affecting Ugandans.

Appearing on a television programme, Hon. Orone said the resolutions are intended to provide a clear direction for NRM MPs as they work with the government to advance national development.

1.Supporting government programmes and strengthening discipline       

The caucus resolved to support government programmes while promoting discipline among its members.

Hon. Orone said discipline is critical to ensuring that MPs remain focused on their responsibilities to the electorate and the country.

He explained that NRM legislators must understand government policies and programmes and effectively communicate them to citizens, while also identifying gaps that require attention.

The caucus is expected to continue engaging with communities to ensure that government initiatives reach their intended beneficiaries. 

2.Intensifying the fight against corruption

The second resolution focuses on strengthening the fight against corruption across all sectors.

Hon. Orone said corruption remains one of the major obstacles to Uganda's development because it undermines service delivery and diverts public resources from programmes intended to benefit citizens.

The caucus therefore resolved to support efforts aimed at fighting corruption and promoting accountability in government institutions and other sectors.

He said MPs have an important oversight role to play in ensuring that public resources are properly utilised. 

3.Promoting discipline and integrity in the electoral process

On elections, the NRM Caucus resolved to support discipline and integrity throughout the electoral process.

Hon. Orone said political actors and their supporters should respect electoral laws and procedures and ensure that elections are conducted peacefully.

The resolution comes as Uganda has just concluded Local Council and Women Council elections.

According to the MP, political competition should not undermine peace, unity and the rule of law. 

4.Supporting ongoing Local Council and Women Council elections

The caucus also resolved to support the ongoing Local Council and Women Council elections.

Hon. Orone said NRM MPs have a responsibility to encourage their supporters to participate peacefully in the electoral process and respect the outcome of elections.

He said strengthening local leadership is important because Local Council structures remain a key link between citizens and government. 

5.Monthly financial contribution by MPs

The caucus resolved that each NRM MP should contribute Shs250,000 per month, comprising Shs150,000 to the NRM party and Shs100,000 to the NRM Parliamentary Caucus, beginning in June 2026.

Hon. Orone said the contributions are intended to support the activities of both the party and the parliamentary caucus.

The resolution is also expected to strengthen the caucus's ability to coordinate its activities and support programmes associated with its mandate. 

6.Welcoming independent MPs

The NRM Caucus also welcomed independent Members of Parliament into its engagements.

Hon. Orone said the move demonstrates the caucus's willingness to work with legislators beyond strict party structures where there are shared national interests.

He said Parliament should remain a platform where leaders work together on issues affecting Ugandans, regardless of their political background. 

7.Supporting PDM, OWC and Emyooga

The caucus resolved to strengthen support for key government wealth-creation and livelihood programmes, including the Parish Development Model (PDM), Operation Wealth Creation (OWC) and Emyooga.

Hon. Orone said MPs should play a greater role in monitoring these programmes and helping communities understand how they can benefit from government interventions.

He emphasised the importance of ensuring that such programmes translate into increased household incomes, employment opportunities and improved livelihoods.

8.Addressing school fees in government schools

Another major issue discussed was the challenge of school fees and related costs in government schools.

According to Hon. Orone, the caucus discussed how government can address the financial burden faced by families in educating their children.

The issue is particularly important because education is a key component of national development.

The MP said the caucus will continue engaging government on measures that can improve access to affordable and quality education. 

9.Regional integration and markets

The caucus also discussed regional integration and access to markets.

Hon. Orone said Uganda needs to take advantage of regional markets to expand trade, create employment and increase opportunities for local producers.

He noted that stronger regional economic cooperation can provide markets for Ugandan agricultural products, manufactured goods and services.

According to the MP, increasing production must go hand in hand with securing markets so that Ugandans can earn sustainable incomes from their economic activities. 

10.Supporting Ambassador Olara Otunnu's UN candidature

The NRM Caucus also discussed the candidature of Ambassador Olara Otunnu for the position of United Nations Secretary-General.

The caucus resolution signals support for Uganda's engagement in international affairs and the pursuit of leadership positions within global institutions.

Hon. Orone said the matter formed part of the broader discussions on Uganda's role and representation on the international stage. 

11.Supporting strategic government programmes

The final resolution focused on supporting strategic government programmes in sectors including health, security, infrastructure and other areas critical to national development.

Hon. Orone said MPs should support programmes that have a direct impact on the lives of Ugandans while maintaining their constitutional responsibility of oversight.

He said investment in infrastructure, health and security remains important for creating an environment in which citizens can work, invest and develop their communities.

MPs urged to translate resolutions into action

Hon. Orone said the resolutions should not remain decisions made in meetings but must be translated into practical action across constituencies.

He said NRM MPs have a responsibility to take the resolutions to the grassroots, explain government programmes to citizens and provide feedback to government on challenges affecting communities.

He argued that Parliament, government ministries and local leaders must work together to ensure that national programmes are effectively implemented.

According to the MP, the success of government programmes will ultimately be measured by their impact on ordinary Ugandans, particularly through improved household incomes, better services, increased economic opportunities and stronger communities.

Driving Uganda forward

The 11 resolutions collectively place emphasis on political discipline, accountability, economic empowerment, education, regional trade, security, health and infrastructure.

For Hon. Orone, the role of the NRM Parliamentary Caucus is therefore not only to support government but also to help improve implementation by identifying challenges and ensuring that citizens benefit from public programmes.

He said MPs must remain connected to their constituencies and use Parliament as a platform to advocate for solutions to challenges affecting their communities.

The caucus's focus on PDM, OWC and Emyooga is particularly significant because the programmes are designed to promote household-level economic transformation. At the same time, the emphasis on regional markets reflects the need for Uganda to increase production while expanding opportunities for producers to sell their goods.

The resolutions also put emphasis on the responsibility of political leaders to maintain peace and discipline during elections.

As Uganda continues with the Local Council and Women Council electoral processes, Hon. Orone said political leaders should encourage citizens to participate peacefully and respect electoral procedures.

A development-oriented parliamentary caucus

Hon. Orone said the resolutions demonstrate the determination of the NRM Parliamentary Caucus to work towards a development-oriented agenda in the 12th Parliament.

He said the caucus will continue engaging President Museveni and government institutions on matters affecting Ugandans while mobilising MPs to support programmes aimed at transforming the country.

The MP stressed that Uganda's development requires collective responsibility among leaders, government institutions and citizens.

He said the 12th Parliament provides an opportunity for legislators to strengthen cooperation, improve oversight and support policies that can accelerate Uganda's transformation.

With the resolutions covering governance, elections, accountability, economic empowerment, education, regional integration, health, security and infrastructure, the caucus is positioning itself to play a significant role in shaping the country's development agenda during the new parliamentary term.

Hon. Orone said the ultimate objective should be to ensure that government policies and programmes translate into tangible improvements in the lives of Ugandans and contribute to a more productive, prosperous and united country.
