Biara’s Nomination Signals Hope for a United and Prosperous Bulambuli

Bulambuli, Uganda – October 23, 2025

As the 2026 General Elections approach, the National Resistance Movement (NRM) candidate, Hon. Emmanuel Wepukhulu Biara, has officially been nominated by the Electoral Commission to contest for the Member of Parliament seat for Bulambuli County. The nomination, which took place today at the Bulambuli District Headquarters, marks the beginning of an energized campaign for a leader whose vision is firmly grounded in service, integrity, and transformational leadership.

A Son of the Soil with a Purpose 

Born on 27th November 1987 to Mr. Abilamu Wepukhulu and Mrs. Connie Neumbe Wepukhulu, Biara hails from the Bamukoya clan in Buwanyanga Sub-county and currently resides in Buyaga Central Ward, Buyaga Town Council. His deep-rooted connection to Bulambuli has shaped his understanding of the area’s challenges and inspired his lifelong commitments to the socio-economic empowerment of its people.

Academic and Professional Background

A product of Uganda’s most respected institutions, Biara’s educational journey began at Buyaga Primary School, before progressing to Nabbongo Secondary School and Nabumali High School. He later earned a Bachelor’s and Master’s degree in Forestry from Makerere University and a Postgraduate Diploma in Project Planning and Management from the Uganda Management Institute (UMI).

Currently pursuing a PhD in Environment and Natural Resources, Biara’s academic achievements reflect his intellectual rigor and passion for sustainable development.

Professionally, he has served with distinction in several public roles, including:

Forest Supervisor at the National Forestry Authority (2013–2016)

Forest Officer at the Ministry of Water and Environment (2016–2020)

Regional Wetlands Coordinator for Central Uganda (2022–2025)

He resigned from public service in May 2025 to dedicate himself fully to representing and developing Bulambuli. Beyond public service, he is also the Director of Elgon Timber Exports and Imports Ltd and the Chief Executive Officer of Biara Foundation, a non-profit organization known for its community-centered projects in education, environmental conservation, and youth empowerment.

Vision and Mission for Bulambuli

Biara’s leadership philosophy is anchored in his mission “to deliver vibrant, hands-on, and consultative leadership that empowers every citizen of Bulambuli to live a dignified life through access to quality services, opportunities, and representation in Parliament.”

His vision is for “a united, empowered, and prosperous Bulambuli.” 

Key Pillars of Biara’s 2026 Manifesto

Biara’s manifesto offers a practical, inclusive, and action-oriented roadmap that resonates with the needs and aspirations of the people. Some of the 14 major focus areas include:

1. Voice for the Voiceless

He pledges to be an active and fearless advocate for Bulambuli in Parliament, ensuring that local challenges—from poor infrastructure to service delivery—receive national attention and funding.

2. Education Empowerment

Biara has already demonstrated his commitment to education by sponsoring 29 students in various schools and distributing over 50,000 mathematical sets to P.7 candidates. He promises to lobby for improved school infrastructure, teacher welfare, and expanded access to scholarships.

3. Agriculture and Value Addition

With a constituency heavily dependent on agriculture, Biara plans to introduce modern farming practices, promote value addition for crops such as coffee, maize, bananas, and tomatoes, and strengthen market linkages across Uganda.

4. Cattle Restocking

He intends to advocate for Bulambuli’s inclusion in the national cattle restocking program, ensuring that farmers can rebuild their livestock and income.

5. Health Services

Biara’s health agenda includes lobbying for the upgrading of Muyembe Health Centre IV to a General Hospital, improved staffing, and a steady supply of essential drugs across health facilities.

6. Road Infrastructure

He has prioritized road development, including the tarmacking of the Buyaga–Bukhalu–Muyembe Ring Road, Nabbongo–Bufumbula Road, and Bunangaka–Buwakoli Road, as well as continuous maintenance of feeder roads to improve mobility and trade.

7. Permanent Bridge to Bukedea

Building on his foundation’s work constructing temporary bridges such as Ibukwa Watila and Burukuru, Biara plans to lobby for a permanent bridge connecting Bulambuli and Bukedea, facilitating trade and regional integration.

8. Youth and Women Empowerment

Through the Biara Foundation, he intends to establish youth SACCOs, skill centers, and seed capital programs for women entrepreneurs, while promoting mentorship and leadership opportunities for both groups. 

9. Sports and Talent Development

He has supported local sports initiatives like the Biara Independence Cup and plans to construct sports facilities and link talented youth to professional leagues.

10. Industrialization and Job Creation

Biara envisions industrial growth through projects such as a cement factory in Greater Bunambutye and a hi-tech maize and tomato processing plant, aimed at creating employment for youth.

11. Clean and Safe Water

To date, he has repaired over 150 boreholes, and promises to push for universal access to clean and safe water in Bulambuli.

12. Hands-On, Consultative Leadership

Biara vows to maintain annual sub-county consultations, open constituency offices, and run interactive digital platforms to ensure continuous engagement with voters.

13. Environmental Conservation & Climate Action

A passionate environmentalist, Biara has distributed over 500,000 tree seedlings, including species like Mahogany and Grevillea, while promoting wetland restoration and sustainable land use.

14. Flood Control and Disaster Preparedness

He plans to strengthen flood control through better drainage systems, reforestation, and community sensitization on disaster preparedness.

Aligned with the NRM Development Agenda

As the NRM Flagbearer, Biara has pledged to align his local development priorities with the broader NRM manifesto and the national development plan. This alignment, he says, will ensure that Bulambuli benefits from government programs in infrastructure, health, education, and economic empowerment.

In his post-nomination message, Biara affirmed his commitment to servant leadership:

“I am not coming to Parliament to seek comfort. I am coming to work for the people. With your vote and support, we shall make Bulambuli a model constituency of development, accountability, and hope.”
