EC Holds Pre-Polling Meeting Ahead of Adjumani West Parliamentary By-Election

The Electoral Commission has today, Wednesday, September 16, 2026, convened a pre-polling meeting with key stakeholders ahead of tomorrow’s parliamentary by-election in Adjumani West Constituency.

The meeting is intended to bring together candidates and their agents, security personnel, Electoral Commission officials led by Chairperson Justice Byabakama Mugyenyi Simon, observers, the media and other stakeholders involved in the electoral process to review the guidelines and legal requirements governing polling.

According to Electoral Commission spokesperson Julius Mucunguzi, the meeting is part of the Commission’s final preparations to ensure that polling is conducted in an orderly and lawful manner.

The by-election is scheduled for Thursday, September 17, 2026, across all 114 polling stations in Adjumani West Constituency.

Mucunguzi said the Commission is using the pre-polling engagement to brief stakeholders on the procedures to be followed on polling day, the electoral laws governing the exercise and the preparations undertaken to facilitate the election.

“The Commission is conducting a pre-polling meeting in which it will outline to the critical stakeholders involved in this election—the candidates, their agents, security, Electoral Commission staff, observers, the media and any other critical stakeholders—the guidelines guiding these elections and the electoral laws to be followed,” Mucunguzi said.

He added that the meeting is also aimed at ensuring that all stakeholders understand their respective responsibilities before voters go to the polls.

The Electoral Commission has been implementing the by-election roadmap since the seat fell vacant following the death of former Adjumani West Member of Parliament, Gen. Moses Ali, on July 18, 2026. The Commission subsequently set September 17 as polling day.

The official roadmap provided for several preparatory activities, including display of the voters’ register from August 17 to 26, nomination of candidates on September 7 and 8, inspection of nomination papers, accreditation of observers and political party representatives, recruitment and training of polling officials, and campaigns from September 9 to 15.

With the campaign period now concluded, attention has shifted to the conduct of polling, counting and tallying of results.

The Electoral Commission has appealed to all stakeholders to maintain peace and strictly adhere to electoral laws and guidelines throughout polling day.

Mucunguzi thanked candidates, political parties, security agencies, observers, the media, Electoral Commission staff and other stakeholders for their cooperation throughout the process, from the launch of the roadmap to the conclusion of campaigns on Tuesday, September 15.

He urged stakeholders to maintain the same spirit of cooperation during polling.

The Commission, he said, wants the election to be conducted in accordance with the law and in a manner that enables registered voters in Adjumani West to exercise their constitutional right to choose their representative in Parliament.

The Electoral Commission's published programme confirms that polling and tallying for the directly elected Member of Parliament for Adjumani West are scheduled for September 17, 2026.

Tomorrow’s election will therefore mark the final stage of a process that began with the Commission’s roadmap following the vacancy created by Gen. Moses Ali’s death, with the successful candidate taking up the parliamentary seat representing the people of Adjumani West.
