IGG Orders Interdiction of Kalungu District CAO, Three Others Over Alleged Mismanagement of Public Funds

The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has directed the Permanent Secretary of the Ministry of Local Government, Mr. Ben Kumumanya, to immediately interdict the Chief Administrative Officer (CAO) of Kalungu District and three other senior district officials over alleged mismanagement of public funds.

 

The affected officers are Ms. Rose Nalumansi, the Chief Administrative Officer; Mr. Ismail Twaha Biggwa, the Chief Finance Officer; Ms. Sylvia Grace Nakanwagi, the District Education Officer; and Mr. James Muhangi, an Assistant Engineering Assistant. The interdictions are intended to pave the way for smooth and unhindered investigations by the Inspectorate of Government.

According to the Inspectorate, the investigations stem from a complaint received alleging gross mismanagement of public funds within Kalungu District Local Government. The funds in question were earmarked for the renovation and construction of 22 primary and secondary schools across the district, as well as the construction of the district administration block during the Financial Year 2024/2025.

Preliminary investigations have reportedly uncovered serious irregularities, including flaws in the procurement process, conflict of interest, and abuse of office by some district officials. These alleged actions are said to have resulted in shoddy works and significant financial loss to the government.

The IGG cited Article 230 (2) of the Constitution of the Republic of Uganda and Section 13 (6) of the Inspectorate of Government Act, which empower the Inspector General of Government to issue orders and directions deemed necessary and appropriate in the public interest during the execution of her duties or as a result of her findings.

“In the instant case, public interest demands that while investigations are still ongoing, the concerned public officers be stopped from exercising the powers and functions of their offices,” the IGG noted in her directive.

The directive has also been copied to the Chairperson of the Public Service Commission, the Chairperson of the Kalungu District Service Commission, and the District Principal Human Resource Officer for necessary action and compliance.

The Inspectorate of Government has strongly warned public officers across the country against all forms of professional misconduct. The IG reiterated the need for strict adherence to ethical standards, accountability, and integrity in the management of public resources, emphasizing that misuse of public funds undermines service delivery and public trust.

Investigations into the alleged mismanagement are ongoing, and the Inspectorate has indicated that further action will be taken depending on the findings of the inquiry.
