NRM Turns to Historic Luweero to Kick-Start Nationwide Party Office Construction

The National Resistance Movement (NRM) has selected Luweero District to host the national groundbreaking ceremony for its countrywide party office construction programme, in recognition of the district’s historical significance in the formation and liberation struggle of the ruling party.

The nationwide programme, which will cover 21 districts, is aimed at strengthening the party’s institutional infrastructure and enhancing its presence and operational capacity across the country.

The national launch is scheduled for next week in Luweero, where the party plans to establish both district offices and a regional headquarters that will accommodate the Office of the Regional Chairperson.

The development was announced during a strategic meeting between NRM Secretariat leaders and the Luweero District NRM Executive Committee (DEC) at the party Secretariat in Kampala. The meeting was convened to coordinate preparations for the national launch and address internal differences among district party leaders.

NRM Deputy Secretary General Rt. Hon. Rose Namayanja Nsereko said the construction of party offices should be accompanied by renewed commitment to grassroots mobilisation, service delivery and monitoring government programmes.

She emphasised that while the new facilities would strengthen the party's institutional presence, its real strength would continue to depend on its ability to connect with and serve ordinary citizens.

"This facility will be a testament to our party's enduring presence, but our true strength lies in our ability to serve the people," Namayanja said.

She urged Luweero district leaders to put aside their differences and concentrate on mobilising communities, monitoring the implementation of the NRM Manifesto and promoting government wealth creation initiatives, particularly the Parish Development Model (PDM) and Emyooga programmes.

Namayanja observed that unity among party structures was critical if the district was to effectively communicate government achievements, support wealth creation initiatives and strengthen the NRM's political standing.

"We cannot effectively promote wealth creation and monitor the implementation of the NRM Manifesto if we are not united. Our leaders must put aside their differences and work together for the good of Luweero District," she said.

She also commended the district leadership for taking steps towards reconciliation, describing cooperation and collective responsibility as essential ingredients for rebuilding strong party structures.

The Deputy Secretary General further pointed out that Luweero occupies a special place in the history of the NRM, making it important for the party to establish strong and functional structures capable of restoring its parliamentary and local government representation in the district.

NRM National Treasurer Ambassador Barbrah Nekesa Oundo equally challenged the district leadership to prioritise the party's collective interests above individual disagreements.

She said differences in opinion and approaches should not undermine the common responsibility of party leaders to strengthen the organisation and serve the people.

"The strength of our party lies in our ability to work together. We may have different opinions and approaches, but we belong to one organisation and share a common responsibility. Let us put our differences aside, support one another and work as one team for the good of the party and the people of Luweero," Nekesa said.

She encouraged leaders to embrace open communication, mutual respect and teamwork as a foundation for effective grassroots mobilisation and stronger party structures.

Reconciliation and construction plans

NRM Electoral Commission Commissioner Ambassador James Williams Kinobe explained that the meeting had two major objectives: briefing the district leadership about the proposed construction programme and resolving internal disagreements that had affected the district party executive.

He disclosed that some of the disagreements related to conflicting reports submitted during the election of an administrative officer, creating the need for the Secretariat to engage the district leadership and harmonise their positions before proceeding with the next phase of party activities.

"We wanted to address these differences before moving to the next phase of our work. I am glad that the leadership has committed itself to working together as a team," Kinobe said.

On the construction programme, Kinobe revealed that the land on which the facilities will be established was purchased by President Yoweri Kaguta Museveni, while the NRM Secretariat will provide funding for the construction works.

He said the programme would extend to 21 districts across the country, with Luweero receiving special consideration by hosting both district-level offices and a regional headquarters.

The regional facility is expected to accommodate the Office of the Regional Chairperson, making the Luweero project particularly significant within the wider national infrastructure programme.

Luweero welcomes national launch

Luweero District NRM Chairperson Sam Buchanan welcomed the decision to select the district as the venue for the national launch, describing it as recognition of Luweero's central role in the history of the NRM.

He said the district was proud to host an initiative that would strengthen the party's institutional presence while honouring the historical journey through which the NRM emerged.

"NRM began in Luweero, and this district has a very big history in the formation of our party. We appreciate the Secretariat leadership for choosing Luweero to host this national launch. It is a great initiative, and our preparations are underway," Buchanan said.

He expressed confidence that the district leadership would work closely with the Secretariat to ensure successful preparations for the groundbreaking ceremony.

Proposal for an NRM historical and cultural complex

Meanwhile, Simon Kagenyi, Chairperson of the Luweero NRM Entrepreneurs League, called for the project to be expanded beyond conventional administrative offices into a broader institutional and historical complex.

Kagenyi proposed the inclusion of a museum, conference facilities and historical displays documenting the NRM's liberation struggle and the contributions of those who participated in its formation.

He argued that such facilities would preserve the party's historical heritage while providing opportunities for political education, research, conferences and community engagement.

"We need something tangible in Luweero that reminds the people of where the NRM journey began," Kagenyi said.

His proposal, if considered, would give the proposed complex an additional historical and educational dimension, positioning it as a centre for preserving the party's heritage and educating future generations about its origins.

The meeting was also attended by the NRM Director for Legal Services, Counsel Enoch Barata.

The planned national launch in Luweero comes at a time when the NRM is seeking to strengthen its structures and grassroots engagement, with the proposed construction programme expected to provide permanent institutional facilities for party operations in the beneficiary districts.

Beyond the physical infrastructure, the emphasis by the Secretariat leadership on reconciliation signals a renewed push to consolidate internal cohesion and improve coordination between national and district party structures.

For Luweero, the project carries both administrative and historical significance, offering the district an opportunity to reinforce its place in the NRM's history while positioning itself as a regional centre for the party's activities.
