In a dramatic and impassioned press release issued today, renowned educationist and Founding Vice-Chancellor of Kampala University, Owek. Amb. Al-Haj Prof. Badru D. Kateregga, has publicly condemned what he calls "alarming inaction and blatant bias" by the Criminal Investigations Directorate (CID) of the Uganda Police Force in handling serious crimes committed against him by his estranged wife, Ms. Jolly Shubaiha Irankunda.

Prof. Kateregga’s statement, addressed to the public and copied to his legal counsel Muwema & Co. Advocates and Solicitors, paints a chilling picture of negligence, obstruction of justice, and alleged collusion at the highest levels of police leadership, particularly targeting a top CID officer.

Chronology of Abuse and Injustice

According to Prof. Kateregga, his nightmare began in September 2024, when he suffered a "serious head injury" in what he alleges was an attempted murder incident orchestrated by Ms. Irankunda. He was reportedly held “incommunicado” in his Buziga residence, denied access to family and friends, until his older children intervened and secured his release. The injuries sustained led to emergency brain surgery and months of rehabilitation under 24-hour medical supervision.

In November 2024, the Professor formally lodged a case of aggravated domestic violence and attempted murder at the Family and Children Police Unit in Naguru, which was later transferred to CID Kibuli under reference GEF-306/2024. Despite his full cooperation—including producing witnesses and evidence—Prof. Kateregga reports that the case was inexplicably closed by the Director of Public Prosecutions (DPP) in February 2025, without his knowledge or any communication from the authorities.

Adding to his anguish, Prof. Kateregga accuses Ms. Irankunda of orchestrating the theft of high-value personal and institutional assets including luxury vehicles (a Range Rover Vogue, Land Cruiser V8, and Jeep), academic records, land titles, university documents, and significant sums of cash. These items, he claims, were unlawfully moved to her native Rwanda. He filed a complaint at Kabalagala Police Station under SD 66/919/05/2025, but no progress has reportedly been made on the matter.

Despite a clear directive issued by the Inspector General of Police (IGP) on June 10, 2025, instructing the CID to investigate both the attempted murder and the theft case, provide protection, and facilitate access to Prof. Kateregga’s Buziga residence, Prof. Kateregga claims that the a top police officer at the CID, has not only ignored the orders but has actively obstructed justice.

In the press statement, he expresses disbelief over officer's frequent and suspicious visits to the Buziga property, sometimes in unmarked vehicles with foreign number plates. Furthermore, Prof. Kateregga alleges that unauthorized CCTV surveillance cameras and security patrols have been installed without his consent, and civilians have been harassed or detained by police and a private security firm—Scorpion Investigations and Security Ltd—which was deployed at his residence without his permission. He claims this firm is allegedly linked to relatives of the CID officer.

Prof. Kateregga states that his family has been barred from accessing the Buziga residence, now effectively turned into a guarded compound resembling a police barracks. Two police patrol vehicles and a fleet of operatives are reportedly stationed full-time at the property.

LAND FRAUD, SOCIAL MEDIA SMEAR CAMPAIGN, AND THE REGIONAL DIMENSION

In an even more alarming revelation, Prof. Kateregga accuses Ms. Irankunda, alongside alleged accomplice Mr. Ntaganda Ephraim, of attempting to fraudulently sell off his house and land, including plots placed under caveat. He adds that some of these dealings have been advertised in local newspapers despite the legal restrictions.

The scandal crosses national borders: Ms. Irankunda is reportedly under Interpol watch for a stolen land title linked to 100 hectares of university land in Kitengela, Nairobi, Kenya, belonging to The East African University, another institution founded by Prof. Kateregga.

He decries an orchestrated “mafia-style land and property grabbing syndicate” operating across Uganda, Kenya, and Rwanda, determined to erase his life's work.

Adding insult to injury, he claims that social media trolls are being used to discredit him publicly and question his legacy as an academic, philanthropist, and historical leader.

A NATIONAL FIGURE LEFT TO SUFFER

The 78-year-old former Ambassador and Vice-President of the National Historical Leaders' Forum laments how a person of his stature is being “demeaned, degraded and denied justice”, despite his extensive contributions to Uganda’s education and diplomatic sectors.

He publicly thanked CDF Gen. Muhoozi Kainerugaba for expressing sympathy via social media on 16th April 2025 and calling for police action. However, the Professor notes that this intervention has yet to yield results on the ground.

A FINAL PLEA: “JUSTICE DELAYED IS JUSTICE DENIED”

In his closing remarks, Prof. Kateregga calls for a personal meeting with the IGP to explore a peaceful and lawful resolution. He appeals to all relevant agencies, civil society, and the media to stand up for the rule of law.

“I refuse to be a victim of institutional neglect in my own beloved country that I fought for,” he states. “Aluta Continua!”

As this press release circulates widely, it remains to be seen whether authorities will act upon these serious allegations. The case has already stirred public interest, with many now closely watching how the Police leadership—especially the CID officer—will respond.

Prof. Kateregga’s long and decorated career in academia, diplomacy, and public service contrasts sharply with the personal crisis he now endures. For many Ugandans, the real question is not just about property and justice—but whether even the most senior citizens can be safe from abuse in a system where directives can be disregarded with impunity.
