Inside Aloysius Mukasa’s 2026 Manifesto for Rubaga South

As Uganda prepares for the 2026 general elections, Rubaga South Member of Parliament Aloysius Mukasa has unveiled his ambitious manifesto for the next parliamentary term.
His plan for 2026–2031 focuses on service delivery, youth empowerment, health improvement, infrastructure development, and creating sustainable opportunities for the people of Rubaga South.
Mukasa’s message is clear, leadership must be about transformation, not self enrichment. He says Rubaga South deserves a leader who listens, acts, and delivers. His manifesto emphasizes practical programs that address daily struggles facing residents in Kampala’s busiest constituency.
Prioritizing Education and Youth Empowerment
Mukasa pledges to expand access to quality education for children in Rubaga South. He plans to work with government and private partners to improve school facilities and support teachers. Under his leadership, he promises bursary schemes for brilliant but needy students.
Beyond academics, Mukasa says youth must be empowered with skills. His manifesto includes vocational training centers, technology hubs, and start-up incubation programs. He emphasizes creating opportunities for young people to earn a decent living within their community.
Health and Community Wellbeing
Health is another pillar of Mukasa’s 2026–2031 vision. He promises to lobby for better medical equipment and adequate staffing in local health centers. He highlights the need for affordable treatment for common diseases like malaria and typhoid.
Mukasa also pledges to strengthen community health campaigns. He plans to promote vaccination drives, maternal health awareness, and hygiene education. He believes a healthy population is the foundation for development.
Infrastructure and Service Delivery
Roads in Rubaga South remain a serious challenge. Mukasa’s manifesto gives special attention to road rehabilitation and drainage improvements. He promises to work closely with Kampala Capital City Authority to ensure potholes are fixed and flood-prone areas are addressed.
He also vows to improve access to clean water. He plans to champion borehole drilling and better piped water connections. For electricity, Mukasa’s manifesto includes extending connections to underserved communities and supporting solar solutions for low-income households.
Economic Empowerment and Jobs
Mukasa believes the people of Rubaga South need real economic opportunities. His manifesto outlines programs to support small businesses, market vendors, and artisans. He pledges to lobby for affordable credit schemes to help traders expand their enterprises.
To fight unemployment, Mukasa promises to link local youths with job creation programs. He says he will push for government contracts to prioritize local suppliers and contractors within the constituency.
Strengthening Community Voice
Mukasa stresses that leadership must stay close to the people. He promises regular town-hall meetings where residents can raise concerns directly. He commits to transparency and accountability in all his initiatives.
He also pledges to strengthen cultural and religious institutions. According to him, these institutions play a vital role in community unity and moral guidance.
A Vision of Hope
Mukasa says his 2026–2031 manifesto is not about promises, but about deliverables. He points to his record of service in Rubaga South as proof of his commitment. He believes the next five years will be about deepening that service and creating lasting change.
“Rubaga South deserves progress that touches every household. Together, we can build a community of opportunity, dignity, and hope,” Mukasa declared while unveiling his manifesto.
His plan positions him as a people centered leader ready to tackle challenges with bold and practical solutions. For residents of Lubaga South, Mukasa’s vision offers hope for a stronger, healthier, and more prosperous constituency.
