Speaking ahead of the ceremony, Hon. Muloni expressed gratitude to the people of Bulambuli for their unwavering support and reaffirmed her dedication to continue serving with honesty, diligence, and vision.

“My journey has always been about service above self. Elgon North deserves a leader who not only understands the people’s challenges but also has the experience and networks to bring tangible development. I am ready to consolidate what we have achieved and take our constituency to greater heights,” she said.

A Legacy of Service and Achievement

Before returning to Parliament in 2021, she served as Cabinet Minister for Energy and Mineral Development (2011–2020), where she oversaw transformative reforms in Uganda’s energy sector — from the expansion of the national grid to rural electrification and the development of the oil and gas industry.

Her distinguished service earned her appointment in 2020 as Senior Presidential Advisor by President Yoweri Kaguta Museveni, in recognition of her outstanding contribution to national development.

Transforming Health Services in Bulambuli

Today’s ambulance donation adds to a long list of health-related interventions spearheaded by Hon. Muloni.

During her tenure as Woman MP, she has championed several initiatives aimed at improving access to quality healthcare across the district.

Key achievements include:

Ensuring Bulambuli received its first-ever ambulance, later followed by a modern ambulance during her current term.

Overseeing the upgrade of health facilities, including Muyembe Health Centre IV (earmarked to become a district hospital), Buluganya HC III, and Buginyanya HC III.

Distributing hospital beds, solar lighting systems, and organizing a health camp that screened over 700 residents for cancer, HIV, and other diseases.

Delivering UGX 172 million worth of anti-malaria drugs to health centres in Bulambuli and Sironko districts.

These interventions have significantly boosted the district’s health capacity and reduced maternal and infant mortality rates in hard-to-reach areas.

Infrastructure, Roads, and Local Governance

Hon. Muloni’s leadership has also been instrumental in improving local infrastructure and service delivery. She successfully lobbied for 1,600 bicycles for LC I and LC II chairpersons to ease grassroots administration and community mobilization.

Through her advocacy, the district has benefited from:

Vehicles, tractors, and road equipment for urban councils and road maintenance.

Government attention toward the tarmacking of key roads, including the Simu Corner–Buginyanya and Buyaga–Tunyi routes, and the construction of the Muyembe–Bukhalu link bridge.

 

Environment and Resettlement Efforts

Given Bulambuli’s vulnerability to landslides and floods, Hon. Muloni has been at the forefront of disaster response and resettlement efforts. She has:

Mobilized relief aid for disaster-affected families.

Distributed over 180,000 tree seedlings to promote environmental restoration.

Lobbied for the resettlement of families displaced by landslides in Bunambutye, ensuring their access to safer and more sustainable living conditions.

Water, ICT, and Social Development

Hon. Muloni’s commitment to social and economic empowerment is also evident in her interventions in water access, ICT, and community development.

She lobbied for a UGX 6 billion water project covering major town councils and trading centres in Bulambuli, and facilitated the installation of motorized boreholes in schools and mosques to ensure clean water supply.

In communication infrastructure, she played a vital role in the construction of masts in Upper Bulambuli, solving persistent network challenges that had isolated communities from essential digital services.

Culturally, Hon. Muloni has continued to promote unity and heritage by supporting Imbalu circumcision ceremonies, and notably inviting President Museveni to officiate at the Mutoto Cultural Site in Bugisu.

She has also provided financial and material support to churches, mosques, schools, and local events, and has been a strong voice for peace-building, education, and women’s empowerment.

A Vision for Elgon North (2026–2031)

As she seeks to represent Elgon North Constituency, Hon. Muloni has outlined a five-year vision anchored on development, inclusivity, and accountability.

Her priorities include: 

Constructing more primary and secondary schools in underserved parishes.

Advocating for better roads, bridges, and resettlement programs for disaster-affected families.

Following up on government pledges and projects to ensure timely implementation in Bulambuli and the broader Bugisu sub-region.

 

She remains guided by her motto — “Better Life” — a philosophy she says will continue to define her leadership and her determination to create opportunities for every family in Elgon North.
