President Museveni Highlights Infrastructure and Primary Healthcare as He Addresses Bundibugyo Rally

Bundibugyo District, December 5, 2025 —

President Yoweri Kaguta Museveni on Friday addressed thousands of residents in Bundibugyo District as part of his ongoing campaign trail, presenting the National Resistance Movement’s (NRM) seven key focus points and outlining infrastructure and primary healthcare as top priorities for the region.

 

The rally, attended by district leaders, NRM mobilisers, and enthusiastic supporters, reaffirmed the government’s long-term development strategy for the Rwenzori sub-region.

Fort Portal–Bundibugyo–Customs Border Road to Be Upgraded

In his address, President Museveni announced that government has placed the Fort Portal–Bundibugyo–customs border road among Uganda’s priority infrastructure projects. He noted that while government often faces competing demands, national progress is achieved through careful sequencing of interventions.

“We shall construct and rehabilitate the Fort Portal–Bundibugyo–customs border road. Government works by prioritising what moves the country forward,” he said. “This is why we first focused on science as the engine of our economic leap.”

The road, which serves as a vital link for trade, tourism, and cross-border movement, remains central to Bundibugyo’s aspirations for economic transformation. Its improvement is expected to boost agricultural market access, facilitate movement of goods, and strengthen regional integration.

New Health Centre IIIs Announced to Strengthen Community Health

President Museveni also unveiled plans for the establishment of five new Health Centre IIIs in the sub-counties of Mabere, Mbatya, Ndugutu, Kagugu, and Buganikere. This investment aligns with government’s continued emphasis on primary healthcare and disease prevention.

“Prevention is the best medicine,” the President emphasized. “I am 81 and have never been hospitalised because I believe in preventing disease. This is the same principle behind our immunisation programmes.”

He encouraged families to actively participate in health promotion, discipline in lifestyle, and early health-seeking behaviour, stressing that Uganda’s strong immunisation culture has played a major role in reducing disease burdens.

 

The additional health facilities are expected to improve maternal and child health services, reduce travel distances for medical care, and ease congestion in existing health centres.

Seven Focus Points for National Transformation

During the rally, President Museveni reiterated the seven strategic focus points guiding the NRM’s vision for Uganda’s next phase of transformation. These points—rooted in wealth creation, value addition, science-led industrialisation, and social welfare—were presented as the blueprint for achieving sustained development and household prosperity.

He reminded citizens that the NRM’s model has always centred on addressing the most pressing needs first, from security and peace-building to science, infrastructure, and human capital development.

A Call for Continued Support

The President concluded by rallying Bundibugyo residents to remain committed to the movement’s agenda, assuring them that their district remains firmly within the government’s development pipeline.

“We have brought peace and stability, and we are now consolidating progress through infrastructure, science, and health,” he said. “Let us continue walking this journey together.”

The Bundibugyo rally marked another key stop in the President’s Rwenzori region campaign tour, following earlier engagements in Kasese and Bunyangabu.
