Electoral Commission Unveils Roadmap for Ajumani West Parliamentary By-Election Following Gen. Moses Ali's Death

The Electoral Commission (EC) has officially unveiled the roadmap for the by-election to fill the vacant Ajumani West County parliamentary seat following the death of the area's longtime representative, Gen. (Rtd) Moses Ali.

The vacancy arose after Gen. Moses Ali passed away on 18 July 2026, prompting the Electoral Commission to activate the constitutional process for electing a new Member of Parliament to represent the people of Ajumani West Constituency in Adjumani District.

Speaking during the unveiling of the programme on Monday, the Electoral Commission announced a detailed electoral timetable that will guide all activities leading to polling day on 17 September 2026.

In addition to the parliamentary by-election, the Commission will also conduct a by-election for the Older Persons Female Councillor representing Pachara Sub-county in Adjumani District.

The roadmap begins with a stakeholders' meeting and press briefing on 3 August 2026, bringing together political parties, aspiring candidates, security agencies, civil society organizations, the media and other election stakeholders to harmonize preparations for the electoral exercise.

The Electoral Commission has scheduled the update of the National Voters' Register at parish level from 5 to 7 August 2026, which will also serve as the final opportunity for eligible voters in Ajumani West to verify their details. The Commission noted that 7 August 2026 will be the cut-off date for voter registration and transfer of voting locations within the constituency.

During the same period, the Commission will recruit officials to conduct the display of the voters' register. The names of recruited display officials will be exhibited from 10 to 17 August, followed by the training of display officers and issuance of appointment letters on 16 August 2026.

The voters' register will be displayed at all polling stations across Ajumani West from 17 to 26 August 2026, allowing voters to inspect their details and raise objections where necessary. Parish tribunal recommendations on the inclusion or deletion of names from the register will subsequently be displayed between 26 and 31 August.

Aspiring candidates will formally submit their nomination papers at the Adjumani District Headquarters on 7 and 8 September 2026. After nominations, the Electoral Commission will provide a period from 8 to 14 September for inspection of nomination papers and the lodging of any election-related complaints.

The Commission will also process accreditation for political parties, organisations and election observers during the same period before convening a harmonization meeting with candidates on 9 September 2026 to agree on campaign programmes and establish liaison committees.

Official campaign activities will run from 9 to 15 September 2026, giving candidates one week to canvass for votes across the constituency.

Preparations for polling will continue with the recruitment of polling officials between 9 and 11 September, followed by the display of their names for public inspection from 11 to 16 September. Training of polling officials, including presiding officers, ballot box verification kit operators, tally clerks, supervisors and party agents, will take place from 12 to 15 September.

Polling for the Older Persons Female Councillor in Pachara Sub-county will be conducted on 16 September 2026, while the Ajumani West parliamentary by-election, including tallying of results, is scheduled for 17 September 2026.

The Electoral Commission has appealed to all stakeholders—including political parties, candidates, voters, security agencies, civil society organisations and the media—to actively participate in the electoral process and adhere to the established guidelines to ensure a peaceful, free and credible by-election.

The programme, approved by the Electoral Commission and signed by Chairperson Justice Byabakama Mugenyi Simon, is intended to provide an orderly framework for conducting the by-election and ensuring that the people of Ajumani West are represented in Parliament following the passing of Gen. (Rtd) Moses Ali.
