The National Resistance Movement (NRM) has issued a facilitation circular ahead of the forthcoming National Youth and Entrepreneurs’ League elections, which were recently decentralized to the district level. The elections are scheduled to take place this Thursday, September 18, 2025, following a resolution of the 5th Central Executive Committee (CEC) during its first sitting on Saturday, September 13, 2025.

In an official circular signed by the NRM National Treasurer, Hon. Amb. Barbara Nekesa Oundo, the Party outlined the financial and logistical arrangements to support the smooth conduct of these district-based elections. This comes after the Rt. Hon. Secretary General issued an official communication implementing the CEC’s directive.

According to the circular, all financial facilitation will be carried to the field by Zonal Coordinators. District Administrative Secretaries are expected to travel to zonal centres by 6:00am on election day to pick the resources. To ensure transparency and accountability, election monitors deputed by the Secretary General will work closely with the District Administrative Secretaries to oversee disbursements and collect signed acknowledgements for submission to the Treasury.

Meals and refreshments for delegates, including breakfast at 8:00am and lunch after the elections, will be arranged by District Administrative Secretaries through contracted caterers, who will be paid once funds are received.

The circular provides a detailed breakdown of the facilitation as follows:

Venue and Equipment: Shs. 2,000,000 per district to cover tents, tables, chairs, and public address systems.

District Administrative Secretaries’ Allowance: Shs. 200,000 per person.

Travel Facilitation: Shs. 300,000 for District Administrative Secretaries to travel to zonal centres for fund collection.

District Security Coordination: Shs. 3,000,000 per district.

Territorial Security Facilitation: Shs. 2,000,000 for each of the 21 sub-regions.

Honoraria for Delegates: Shs. 700,000 for each district delegate, covering transport refund and participation. National Delegates, including the five Youth Members of Parliament and 20 executives of the Youth and Entrepreneurs’ League, will receive their honoraria directly from the NRM Head Office.

Coordination for District Chairpersons: Shs. 200,000 per district.

Other Logistics: Meals and refreshments at Shs. 20,000 per person.

Accreditation tags and conference attire will be delivered directly to districts by the Elections Monitoring Team.

Amb. Nekesa emphasized that these provisions are meant to ensure orderly, transparent, and well-coordinated elections across the country. She also expressed appreciation for the commitment of the Party’s administrative structures, security organs, and election monitors in supporting this democratic process.

The circular concludes with guidance for District Administrative Secretaries to seek clarification from the Directorate of Finance and Administration whenever necessary.

The decentralization of the Youth and Entrepreneurs’ League elections marks a significant milestone in strengthening grassroots participation and representation in the NRM, with the Party reaffirming its commitment to transparency, accountability, and inclusivity in internal electoral processes.
