Mutungo Parish Elects LC1 Chairpersons Across 13 Zones in Nakawa Division

KAMPALA — Residents of Mutungo Parish in Nakawa Division, Kampala, have elected Local Council I (LC1) chairpersons across 13 zones following elections held on Tuesday, July 28, 2026.

The elections saw candidates from the ruling National Resistance Movement (NRM), Democratic Party (DP), Forum for Democratic Change (FDC), as well as independent candidates, secure victories in the respective zones.

According to the results provided, the NRM emerged as the dominant political force in the parish, winning the majority of the LC1 chairperson positions, while opposition parties and independent candidates also secured representation in several zones.

The elected LC1 chairpersons are:

Zone 1: Nalweyiso Agnes Katamba — NRM

Zone 2: Kibuka Adam — NRM

Zone 3: Ssengendo Starnley Kisitu — Independent/DP

Zone 4: Nkambo Edward — Independent/NRM

Zone 5: Kasimu Muwonge Lule — NRM

Zone 6: Namatovu Jalia — NRM

Zone 7: Asuman Lule — NRM

Zone 8: Nabunya Balimunsi Harriet — NRM

Zone 9: Nalukwago Fausta — Independent/NRM

Zone 10: Swuaibu Mayan — Independent/FDC

Zone 11: Wasiye David — DP

Zone 12: Ndawula Godfrey — NRM

Zone 13: BBALE Yusuf — NRM

The results indicate that NRM-affiliated candidates secured the majority of the positions, either directly under the party ticket or as candidates identified as independent with NRM affiliation. DP secured representation in Zones 3 and 11, while an independent/FDC candidate emerged victorious in Zone 10.

The election of the new LC1 chairpersons marks the beginning of a new leadership term at the grassroots level in Mutungo Parish. LC1 chairpersons play a key role in local administration, community mobilisation, conflict resolution, maintaining links between residents and higher levels of government, and supporting the implementation of government programmes at the village level.

The July 28 elections were part of the nationwide Local Council I chairperson elections conducted across Uganda. The polls provided residents with an opportunity to choose leaders to represent them at the most immediate level of local governance.

The outcome in Mutungo Parish reflects a competitive political environment at the grassroots, with voters choosing candidates from different political backgrounds. While the NRM secured most of the seats, the victories by DP and independent-aligned candidates demonstrate that opposition and non-party candidates also maintained a presence in the parish.

The newly elected chairpersons are now expected to assume their responsibilities and work with residents, local authorities and other community leaders to address issues affecting their respective zones.

Key priorities for the new LC1 leadership are likely to include improving community security, maintaining sanitation, supporting local development initiatives, resolving neighbourhood disputes and strengthening communication between residents and the authorities.

The elections also provide an opportunity for the newly elected leaders to build inclusive leadership structures that bring together residents regardless of their political affiliations.
