The Uganda Printing and Publishing Corporation (UPPC), Uganda’s official Government publisher, has attained the ISO 9001:2015 certification, marking a significant milestone in its efforts to strengthen quality, efficiency, accountability and competitiveness.

The certification confirms that UPPC’s Quality Management System (QMS) meets internationally recognised requirements under ISO 9001:2015, demonstrating the Corporation’s commitment to delivering consistent products and services through structured, accountable and continuously improving processes.

The achievement is expected to strengthen confidence in UPPC’s services while positioning the Government-owned institution to compete more effectively for printing and publishing business both within Uganda and across regional and international markets.

The certification comes as UPPC continues to modernise its operations, improve customer experience and strengthen its capacity to provide services to Government institutions, private-sector organisations and individual clients.

Nangoli: Certification strengthens UPPC’s competitiveness

UPPC Managing Director Prof. Sudi Nangoli described the certification as an important milestone in the Corporation’s transformation into a modern printing and publishing institution capable of competing on the basis of internationally recognised quality standards.

Prof. Nangoli said the achievement demonstrates that UPPC has established systems that meet international quality requirements while strengthening the Corporation’s credibility among existing and potential customers.

“This certification demonstrates that UPPC is operating in accordance with internationally recognised quality standards. It strengthens confidence in our services and positions us to compete more effectively for opportunities both at home and in the international market,” Prof. Nangoli said.

The certification provides UPPC with a recognised framework for managing its processes, monitoring performance and identifying areas requiring improvement.

It also reinforces the Corporation’s focus on consistency in the production and delivery of printing and publishing services.

Customer satisfaction at the centre of certification

UPPC Director of Business Development Rebecca Nyakairu said the certification reflects deliberate efforts by the Corporation to strengthen its internal systems and establish quality management as a central part of its operations.

Nyakairu noted that the ultimate objective of achieving ISO certification is to improve the experience and value delivered to customers.

“International Organization for Standardization (ISO) certification is ultimately about the customer. We have strengthened our processes to deliver greater consistency, efficiency, and accountability, while creating a culture of continuous improvement across UPPC,” she said.

The new quality management framework is expected to support more consistent service delivery while helping the Corporation improve efficiency and accountability in its operations.

The certification also provides a structured basis for UPPC to continually review its processes and make improvements where necessary.

Strengthening Uganda’s official publishing institution

UPPC plays a critical role in Uganda’s public information system as the official Government publisher.

The Corporation is responsible for publishing and disseminating authoritative Government information, including the Uganda Gazette, laws and legislation and other official Government publications.

In addition to its statutory responsibilities, UPPC provides commercial printing and publishing services to public and private-sector organisations as well as individuals.

The attainment of ISO 9001:2015 certification therefore comes at a significant point in the Corporation’s development as it seeks to balance its traditional Government publishing mandate with increased participation in the commercial printing and publishing market.

The internationally recognised certification could also enhance the Corporation’s ability to demonstrate its quality management standards when pursuing contracts and partnerships beyond Uganda.

Modernisation and continuous improvement

UPPC says the certification forms part of its broader efforts to modernise its operations and improve the quality and efficiency of services offered to customers.

ISO 9001:2015 is built around quality management principles that include a strong focus on customers, effective processes, accountability, evidence-based decision-making and continuous improvement. 

For UPPC, applying such principles across its operations is expected to strengthen institutional systems while supporting the consistent production of Government publications and commercial printing products.

The certification also provides a mechanism through which the Corporation can regularly assess its processes and identify opportunities for improvement.

A century-old institution evolving with the times

UPPC has a long history dating back more than a century.

The Corporation began operations as the Government Printer in 1902 under the British Colonial Government.

Following Uganda’s independence in 1962, the Government Printer remained under the Office of the President before the institution later evolved into the Uganda Printing and Publishing Corporation.

UPPC was established as a public enterprise in 1992 and is fully owned by the Government of Uganda.

Since its establishment, the Corporation has maintained its role in Government printing and publishing while also providing services to private-sector clients and individuals.

Its latest certification represents another stage in that evolution as the institution seeks to align its operations with modern international quality standards.

Eyeing regional and international opportunities

With ISO 9001:2015 certification, UPPC is positioning itself to expand its competitiveness beyond the Ugandan market.

The internationally recognised quality management standard can provide assurance to customers and business partners about the systems governing the Corporation’s production and service delivery processes.

The certification also comes at a time when UPPC is seeking to strengthen its commercial operations and broaden its customer base.

By combining its longstanding Government publishing mandate with internationally recognised quality management practices, UPPC is seeking to establish itself as a modern printing and publishing institution capable of serving a wider market.

For Uganda, the development provides an opportunity for a Government-owned printing and publishing enterprise to strengthen its participation in a sector increasingly driven by quality, efficiency, reliability and customer satisfaction.

The attainment of ISO 9001:2015 therefore marks an important milestone in UPPC’s ongoing institutional transformation, while reinforcing its commitment to quality service delivery and continuous improvement.
