Elgon North, Bulambuli District — A wave of excitement and celebration swept through Elgon North on 22nd October 2024 as Hon. Eng. Dr. Mrs. Irene Nafuna Muloni, the current Woman Member of Parliament for Bulambuli District (2021–2026), was duly nominated by the Independent Electoral Commission to contest as Member of Parliament for Elgon North Constituency in the forthcoming 2026 general elections.

Running as an independent candidate, Hon. Muloni reaffirmed her commitment to servant leadership, stating that her vast experience in government, public administration, and community service positions her to steer Elgon North towards transformation and prosperity.

“I have served this country with dedication, integrity, and a results-oriented spirit. Now, I want to channel that same energy into transforming the lives of my brothers and sisters in Elgon North. Together, we shall build a better life for all,” she said after her nomination.

A Seasoned Leader with a Wealth of Experience 

Hon. Eng. Dr. Irene Muloni’s name resonates deeply within Uganda’s political, technical, and developmental spheres. A seasoned engineer and accomplished leader, she has served the country with distinction for over three decades.

Before returning to Parliament in 2021, she held the portfolio of Minister of Energy and Mineral Development (2011–2020), where she was instrumental in expanding Uganda’s electricity generation, rural electrification, and energy infrastructure. Her efforts led to the successful implementation of several national energy projects that improved access to power and stimulated economic growth across the country.

In recognition of her contribution to Uganda’s development, President Yoweri Kaguta Museveni appointed her Senior Presidential Advisor in 2020, a role she continues to hold with honor. Earlier in her professional career, Eng. Muloni rose through the ranks in the national energy sector, serving as Managing Director of Uganda Electricity Distribution Company Limited (UEDCL) after starting as an Executive Engineer in 1991 — an inspiring journey that blends technical expertise with leadership excellence.

Transforming Bulambuli: A Record of Tangible Achievements

As the Woman Member of Parliament for Bulambuli District, Hon. Muloni’s legacy of transformative service is evident across multiple sectors — education, agriculture, health, infrastructure, and governance. Her results-oriented leadership continues to uplift communities across the district.

Leadership and Governance 

She established a fully functional constituency office in Bulambuli, officially inaugurated by President Museveni and the First Lady Janet Kataaha Museveni in 2011. This office has since served as a coordination centre for community development initiatives and citizen engagement.

Electricity and Energy Development

Hon. Muloni championed rural electrification projects across Bulambuli, connecting homes, schools, and health facilities. She also lobbied for the construction of the Muyembe–Mbigi Hydro Power Dam, a strategic project expected to create jobs, stimulate business, and open up the sub-region to industrial growth.

Education and Sports Development

Under her leadership, education has flourished. She secured four State House scholarships for bright but needy students — all of whom have since graduated and gained employment. She further facilitated over 260 bursaries, constructed classroom blocks in several secondary schools, and advocated for the elevation of schools such as St. Joseph Buyaga SS and Nabbongo SS to A-Level status.

Her contributions extended to donating 1,800 school bags and UNEB revision materials, supporting teachers, and promoting sports through tournaments and equipment donations to nurture young talent.

Agriculture and Wealth Creation

Recognizing agriculture as the backbone of Bulambuli, Hon. Muloni spearheaded several empowerment projects:

Distributed over 4,000 kuroiler birds to women groups and donated solar-powered irrigation pumps to youth farmer groups.

Delivered tractors, 6,000 hoes, and seeds to improve agricultural productivity.

Organized farmer study tours to Rwakitura and Masaka to promote commercial agriculture.

Secured UGX 13 billion for Bugisu Cooperative Union (BCU) and UGX 250 million for Irish potato research at Buginyanya Agricultural Research Institute.

Established piggery breeding units, maize milling machines, and tailoring centers, uplifting livelihoods of women and youth across the district.

Health and Social Welfare

Hon. Muloni has been a strong advocate for improved healthcare delivery. She ensured Bulambuli received its first and later a modern ambulance, supervised the upgrade of Muyembe Health Centre IV, and supported the rehabilitation of Buluganya and Buginyanya Health Centres.

Her mobilization efforts brought in hospital beds, solar lighting systems, and anti-malaria drugs worth UGX 172 million. She also organized medical outreach programs and health camps, screening over 700 residents for cancer, HIV, and other diseases.

Infrastructure and Roads

To improve access and mobility, she lobbied for 1,600 bicycles for local council leaders, road construction equipment, and pushed for the tarmacking of key roads, including Simu Corner–Buginyanya and Buyaga–Tunyi roads. She also championed the construction of the Muyembe–Bukhalu link bridge, improving trade and connectivity.

Environment, Water, and ICT

Hon. Muloni has been a leading voice in environmental protection and disaster response. She distributed 180,000 tree seedlings, mobilized relief for landslide victims, and supported the resettlement of affected families in Bunambutye.

She also lobbied for a UGX 6 billion water project serving major trading centers and schools, installed motorized boreholes, and facilitated construction of communication masts in Upper Bulambuli to address persistent network challenges.

Culture, Faith, and Community Empowerment

Hon. Muloni has consistently championed cultural preservation, notably supporting Imbalu circumcision ceremonies, and inviting President Museveni to officiate at Mutoto Cultural Site. She extends support to churches, mosques, schools, and community events, reinforcing unity and cultural pride among her people.

Looking Ahead: Her Vision for Elgon North

With her eyes now set on Elgon North Constituency, Hon. Muloni pledges to consolidate these achievements while focusing on new priorities. She commits to:

Enhancing wealth creation through full implementation of the Parish Development Model (PDM).

Constructing more schools in underserved areas and improving learning conditions.

Advocating for better healthcare facilities and improved rural roads and bridges.

Following up on government pledges and projects affecting the people of Bulambuli and the Bugisu sub-region.

Her guiding motto remains “Better Life” — a reflection of her vision for inclusive development and social transformation.
