Lt Gen James Mugira Inspects Construction of Lira University Teaching Hospital Administration Block
The project, a flagship initiative being executed by NEC Construction Works and Engineering Ltd (NEC Works), a subsidiary of NEC, is part of the government’s broader strategy to expand access to specialized medical services and strengthen Uganda’s health infrastructure.

Lira City, August 28, 2025 — The Managing Director of the National Enterprise Corporation (NEC), Lt Gen James Mugira, today conducted an inspection visit to the ongoing construction works at the Lira University Teaching Hospital Administration Block in Lira City.
The project, a flagship initiative being executed by NEC Construction Works and Engineering Ltd (NEC Works), a subsidiary of NEC, is part of the government’s broader strategy to expand access to specialized medical services and strengthen Uganda’s health infrastructure.
Lt Gen Mugira was received and guided on the tour by Eng. Brian Buhanda, the General Manager of NEC Works, who briefed him on the progress of the construction, timelines, and technical specifications. The inspection was also attended by senior NEC officials, including Maj Gen Sabiiti Muzeyi, General Manager of Luwero Industries, Eng. Simon Terwane, General Manager of NEC Agro, and Maj Edgar Ankwasa, General Manager of NEC Uzima.
Speaking after the tour, Lt Gen Mugira commended NEC Works for the quality of construction and the commitment of its engineering teams. He emphasized that the timely completion of the Administration Block was critical for operationalizing the Lira University Teaching Hospital, which is envisioned as a regional hub for medical training, research, and advanced healthcare delivery.
“This project is not only about putting up a building, but about creating a facility that will transform medical education and healthcare in Northern Uganda and beyond,” Lt Gen Mugira noted. He further reaffirmed NEC’s mandate of supporting national development through its subsidiaries by delivering high-quality engineering, agricultural, and industrial solutions.
Eng. Buhanda assured the NEC leadership that NEC Works was on track to meet its construction milestones, citing adherence to international engineering standards, safety protocols, and the integration of modern designs suitable for a teaching hospital environment.
The Lira University Teaching Hospital Administration Block will house critical administrative offices, coordination units, and support facilities that are essential for the efficient running of the hospital. Once completed, the hospital will provide a platform for medical students to gain practical training while offering advanced healthcare services to the people of Lango sub-region and neighboring areas.
The visit underscores NEC’s growing role as a trusted government enterprise in delivering strategic infrastructure projects across the country. Through subsidiaries such as NEC Works, Luwero Industries, NEC Agro, and NEC Uzima, NEC continues to contribute to Uganda’s socio-economic transformation by leveraging its multidisciplinary capacity in construction, industry, agriculture, and health services.
