Hon. Biara Wepukhulu Commends Government's Climate Action Efforts During Parliamentary Debate

Kampala, Uganda – Bulambuli County Member of Parliament, Hon. Biara Emmanuel Wepukhulu, has applauded the Government of Uganda and President Yoweri Kaguta Museveni for prioritising environmental protection and climate change mitigation, describing the interventions as timely and crucial for safeguarding the country's future.

Speaking on the floor of Parliament during the debate on the State of the Nation Address, Hon. Biara commended President Museveni for what he termed as an outstanding address that clearly outlined the government's commitment to addressing the growing effects of climate change and environmental degradation.

The legislator said Uganda is increasingly experiencing the devastating impacts of climate change, including prolonged droughts, floods, landslides and changing weather patterns, which have greatly affected livelihoods, especially in vulnerable areas such as Bulambuli District. 

According to Hon. Biara, the government's deliberate investments in environmental restoration, wetland protection, afforestation programmes, disaster preparedness and climate-resilient infrastructure demonstrate a clear commitment to protecting both people and the environment.

He noted that the initiatives being implemented by the government are particularly significant for communities in eastern Uganda, which have repeatedly suffered from climate-related disasters, including deadly landslides and flooding that have displaced hundreds of families and destroyed property.

"The government has taken deliberate steps to address the effects of climate change. These interventions are not only important for our environment but also for the safety and well-being of our communities," Hon. Biara told Parliament.

The Bulambuli County legislator further observed that the government's environmental agenda is in line with the Constitution of the Republic of Uganda, particularly Article 245, which places an obligation on the State and all citizens to protect and preserve the environment for present and future generations.

He stressed that environmental conservation should remain a collective responsibility and called upon communities, leaders and stakeholders to support government programmes aimed at restoring degraded ecosystems and promoting sustainable development.

Hon. Biara also praised ongoing efforts to restore wetlands and increase forest cover, saying such initiatives play a critical role in mitigating the effects of climate change, improving biodiversity and strengthening the resilience of communities against natural disasters.

The MP's remarks come at a time when Uganda is intensifying efforts to combat climate change through various programmes, including the restoration of degraded wetlands, tree planting campaigns, disaster risk reduction initiatives and the construction of infrastructure designed to withstand extreme weather events.

As a representative of Bulambuli County, one of the areas frequently affected by landslides and other climate-induced disasters, Hon. Biara emphasised the need for continued investment in disaster preparedness and adaptation measures to protect vulnerable communities.

He reaffirmed his commitment to advocating for policies and interventions that promote environmental sustainability and improve the livelihoods of the people of Bulambuli and Uganda at large.

Political observers noted that Hon. Biara's contribution on the floor of Parliament underscored the increasing importance of climate change discussions within national policy debates and highlighted the need for sustained collaboration between government, legislators and local communities in addressing environmental challenges.

His remarks also reflected a broader recognition that environmental protection is not only a constitutional obligation but also a critical component of Uganda's socio-economic transformation and long-term development agenda.
