In an era where technology and innovation are shaping the future of communities across the globe, Ugandan transformational leader Dr. Samuel Wanendeya Watulatsu is championing a mission to ensure that vulnerable and marginalized communities are not left behind.

During his North America engagement tour, Dr. Watulatsu recently received a donation of laptops, iPads, phones, and tablets to support the ICT Hub under the Foundation for Development of Needy Communities (FDNC), an organization that is transitioning into Advancing The Communities (ATC).

The donation marks a significant milestone in the organization’s efforts to bridge the digital divide among young people and underserved communities in Uganda.

Speaking after receiving the ICT equipment, Dr. Watulatsu expressed profound gratitude to the Province and particularly to Professor Austin Mardon for supporting the vision and community-centered work being undertaken back home in Uganda.

“These ICT tools fall within a deep-rooted project aimed at community enhancement through Information and Communication access. These items are extremely vital to our work and services as we continue improving the lives of young people and supporting community development in Uganda,” Dr. Watulatsu noted.

He explained that laptops, tablets, and phones are no longer luxuries in the modern world but essential digital tools capable of transforming education, innovation, entrepreneurship, and socio-economic empowerment.

According to Dr. Watulatsu, the ICT Hub established under FDNC/ATC is specifically designed to provide young people with access to digital skills and modern learning opportunities that many rural and vulnerable communities have historically lacked.

“Our people will access these technologies as a way to bridge the digital divide faced by many of our young people and communities who have limited access to modern learning resources,” he emphasized.

He added that the donated devices will greatly strengthen education and digital learning opportunities by enabling youth to access online learning platforms, research materials, educational resources, and virtual training programs.

“This will strengthen academic performance, promote independent learning, and equip our youth with digital literacy skills required in today’s technology-driven world,” he said.

Dr. Watulatsu further highlighted that beyond education, the ICT equipment will also play a crucial role in skills development and employability among Uganda’s youth.

Through the digital hub, beneficiaries will gain practical knowledge in computer literacy, graphic design, research, coding, communication, online entrepreneurship, and innovation.

“Such skills improve job readiness, encourage innovation, and create pathways for self-employment and income generation,” he explained.

He observed that sustainable community transformation can only be achieved when young people are empowered with tools and opportunities that allow them to fully participate in the digital economy.

“In the long term, these laptops, tablets, and cell phones represent an investment in sustainable community development and impactful transformation. Digitally empowered youth are better positioned to contribute to economic growth, promote knowledge sharing, and support technological advancement within their communities,” he said.

Dr. Watulatsu also extended appreciation to the partners and supporters who continue to believe in the organization’s aspirations toward fostering positive community transformation in Uganda.

Building International Academic and Development Partnerships

As part of his engagements in Canada, Dr. Watulatsu also met two specialist curriculum development leaders, Greg Sowak and Mario Meraz, together with Professor Carolyne Campbell, President of NorQuest College.

 

The discussions focused on education, skills development, institutional partnerships, and innovative approaches to community transformation. 

During the meetings, Dr. Watulatsu also highlighted the vision and strategic importance of the proposed Mbale University of Science and Technology, where he currently chairs the Lobbying, Advocacy and Communications efforts aimed at supporting the institution’s establishment.

The engagements are expected to open new opportunities for academic cooperation, knowledge exchange, curriculum innovation, and international partnerships that could benefit communities in Uganda, particularly in the Bugisu sub-region.

A Scholar-Practitioner Driving Community Transformation

Dr. Samuel Watulatsu Wanendeya is widely respected as a transformational development leader, scholar-practitioner, social innovator, and community mobilizer with more than three decades of experience in grassroots development and sustainable social transformation.

He holds a Bachelor of Arts in Social Sciences, a Master’s Degree in Organizational Leadership and Management, and recently completed his PhD — academic achievements that complement his practical work in community development.

Currently serving as Coordinator for Global Partnerships at the Mbale City Development Forum, Dr. Watulatsu has played a key role in connecting local governments, civil society organizations, and international development networks.

He is also the Founder and Chief Executive Officer of the Foundation for Development of Needy Communities, an organization that has pioneered interventions in livelihoods development, climate resilience, institution building, mental health systems, youth employment, cultural enterprise, and community empowerment.

Over the years, Dr. Watulatsu has become known for pioneering social reforms that have directly and indirectly impacted thousands of lives across Uganda.

His work has included promoting family-based care models for children with varying challenges, integrating mental health into community development programs, advancing cultural tourism initiatives, and creating pathways for youth empowerment and employment.

His expertise spans sustainable development, climate adaptation, mental health systems, institution building, social enterprise development, and innovative strategies for social impact.

Those who have worked with him describe him as a visionary leader who specializes in awakening latent energies within communities by mobilizing local assets, inspiring participation, and linking grassroots realities to global opportunities.

At the heart of Dr. Watulatsu’s work are values centered on empowerment, participation, partnerships, integrity, and sustainability.

Through FDNC/ATC, the organization believes in empowering marginalized communities toward a just and equal society, while emphasizing that sustainable change must happen at the local level with active participation from beneficiaries themselves.

The organization also strongly believes in building partnerships with both local and international organizations to ensure lasting impact and sustainable transformation.
