The 11th Parliament of Uganda convenes for its 3rd sitting of the 3rd meeting of the 4th session to deliberate on several critical matters. This session will address key legislative, financial, and policy issues shaping Uganda's socio-economic landscape. Below is a comprehensive overview of the agenda:

Opening with Prayers and Communication from the Chair

The session begins with prayers, followed by communication from the Speaker of Parliament. This segment sets the tone for the day's proceedings and provides guidance on the agenda.

Statement by the Minister of Internal Affairs

The Minister of Internal Affairs is scheduled to present a statement on preparations for the 39th NRM/A Victory Day Anniversary, to be celebrated on 26th January 2025. This statement will highlight the significance of the anniversary and the planned celebrations to commemorate the victory of the National Resistance Movement/Army in 1986. 

Laying of Papers

This segment will involve the submission of documents relevant to the day’s discussions, including committee reports and government plans. The session allocates 5 minutes for this activity.

Report of the Committee on Health on Abattoirs

 The Chairperson of the Committee on Health will present a report on the committee's oversight visit to assess the status of abattoirs and slaughter facilities across Uganda. This report is expected to shed light on the health and safety standards of meat production and propose recommendations for improvement.

Financial and Development Motions

a) Approval of International Borrowing

The Minister of Finance, Planning, and Economic Development will table a motion seeking parliamentary approval to borrow approximately USD 518 million from the International Development Association (World Bank) and USD 42.66 million from Agence Française de Développement (AFD). The funds aim to finance the Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP). This program focuses on improving urban infrastructure, service delivery, and sustainability in the metropolitan area. 

b) Supplementary Expenditure Schedule

The Minister will also present a motion for the House to resolve itself into a Committee of Supply to consider the Supplementary Expenditure Schedule No. 1 for the financial year 2024/2025. This is in line with Article 156(2) of the Constitution and the Public Finance Management Act, 2015.

c) Budget Reallocation for RAPEX Reform Another motion will seek approval for the reallocation of budgets for the FY 2024/2025 to align with the Rationalization of Government Agencies and Public Expenditures (RAPEX) reform. This reform aims to enhance efficiency in public service delivery and reduce redundancies.

d) Amendment to the Anti-Money Laundering Act

The Minister of Finance will seek Parliament’s approval to amend Schedule 2 of the Anti-Money Laundering Act, Cap. 118, to strengthen Uganda's legal framework in combating financial crimes and illicit financial flows.

Committee Reports and Resolutions

a) Review of Parliamentary Rules

The Chairperson of the Committee on Rules, Privileges, and Discipline will present a motion for the adoption of a report on the review of the Rules of Procedure of Parliament. This review aims to streamline parliamentary processes and enhance efficiency.

b) Tribute to Hon. Margaret Baba Diri

Parliament will pay tribute to the late Hon. Margaret Baba Diri, former District Woman Representative for Koboko District, for her dedicated service to Uganda.

c) Compensation for War Victims

The Government Assurances and Implementation Committee will present its report on the status of assurances to compensate victims of wars and insurgencies in West Nile, Acholi, Lango, Teso, Karamoja, and Sebei sub-regions. This discussion is expected to address long-standing grievances and ensure justice for affected communities.  Legislative Agenda:

Occupational Safety and Health (Amendment) Bill, 2023

The Occupational Safety and Health (Amendment) Bill, 2023 will be debated at various stages, including:

Second Reading: Introduction of the bill and its objectives.

Committee Stage: Detailed examination of the bill’s provisions.

Report Stage: Presentation of amendments and resolutions from the Committee of the Whole House.

Third Reading: Final approval of the bill for enactment into law. This bill aims to improve workplace safety standards, ensuring compliance with international labor laws and safeguarding the rights and welfare of workers.

Adjournment

The session will conclude with an adjournment, paving the way for further sittings to address pending and new matters.
