Byaruhanga Barigye Enoch Nominated for NRM National Vice Chairperson Western Uganda, Vows to Champion Reforms and Restore Grassroots Trust

Prominent lawyer and long-serving mobiliser Byaruhanga Barigye Enoch has officially been nominated to contest for the position of NRM National Vice Chairperson for Western Uganda in the ongoing Central Executive Committee elections

The nomination, which took place at the NRM Secretariat in Kampala, marks a significant moment in the race for party leadership in the region, with Byaruhanga bringing to the table a rich history of grassroots mobilization, institutional experience, and a bold agenda for reform

A proud son of Kyegegwa District, Barigye describes himself as a child of the revolution and a witness to the National Resistance Movement’s transformative journey since the historic 1986 liberation. Though only seven years old when the NRA captured power, he says he grew up in the movement, serving the party faithfully from his teenage years

His political engagement dates back to the 1996 elections when he was handpicked as a youth mobiliser at a presidential rally in Fort Portal. Over the years, he has served in several leadership roles ranging from Head Boy at Humura SSS, Kyaka Students’ Coordinator, Kyegegwa Sub-county Youth Chairperson, to Youth Coordinator for Toro Kingdom. He also worked closely with several NRM candidates during various parliamentary election seasons

Now a lawyer by profession with over fifteen years of experience in both public and private sector management including roles as Deputy Human Resource Manager, Legal Officer, and Quality Management Coordinator, Byaruhanga believes the time is ripe to serve the party at the highest policy level

In his expression of interest, he raised concerns about the integrity of the recent district-level elections in which he claims he was unjustly rigged out. However, he affirms his commitment to peaceful political processes, saying the sacrifices made by the revolution must not be undone by violence or internal sabotage

Byaruhanga’s agenda focuses on deepening internal democracy, restoring party integrity, and pushing forward people-centered policies

Some among the key reforms he proposes include the activation of annual delegates’ conferences at all levels to ensure accountability and performance reviews

Establishing a clear separation of roles to avoid conflict of interest between party flag bearers and internal party office holders

Introducing voluntary member contributions to fund party activities and reduce reliance on commercialized politics

Promoting unity and mutual respect among party members while preserving the legacy of historical leaders and encouraging youth inclusion and inter-generational mentorship to ensure leadership sustainability

At the national level, he champions reforms aimed at promoting efficient use of public resources and strengthening governance structures that nclude promoting frugal and business oriented management of national resources. Increasing funding for local governments and enforcing strict accountability. 

Reducing the size of Parliament and Cabinet to redirect funds to development sectors. Enhancing domestic revenue generation by empowering local investors and improving tax compliance and reforming the judiciary to eliminate corruption with a maximum two-year timeframe for court cases

Byaruhanga has submitted his national ID, NRM membership verification, and nomination payment receipt to the Electoral Commission, expressing confidence that he will be granted the opportunity to present his vision to the National Delegates’ Conference

As his name is formally entered into the race, Byaruhanga Barigye Enoch’s candidacy brings renewed energy and a strong reformist voice to the NRM leadership contest in Western Uganda, appealing to both party loyalists and citizens seeking transparency, accountability, and a revitalized grassroots movement
