Hajji Yunus Kakande Urges RDCs to Promote NRM Achievements, Strengthen Security, and Monitor Service Delivery
Hajji Kakande made these remarks while officiating at the opening of a three-day capacity-building workshop for RDCs, RCCs, their deputies, assistants, District Internal Security Officers (DISOs), and Regional Internal Security Officers (RISOs).

Mbarara, Uganda- The Secretary Office of the President, Hajji Yunus Kakande, has called on Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), and security officers in the Greater Ankole Sub-region to actively promote the achievements of the National Resistance Movement (NRM) government. He emphasized their role in mobilizing support for the party while ensuring effective implementation of government programs.
Hajji Kakande made these remarks while officiating at the opening of a three-day capacity-building workshop for RDCs, RCCs, their deputies, assistants, District Internal Security Officers (DISOs), and Regional Internal Security Officers (RISOs). The workshop is being held at Hotel Triangle in Mbarara City.
During his address, Hajji Kakande reminded the participants of the NRM government’s track record in fulfilling its commitments, highlighting key areas such as infrastructure development, economic empowerment initiatives, and improvements in healthcare services.
“The NRM party has a rich history of delivering on its promises, and it's your responsibility to share these successes with the people,” he said.
He urged the RDCs to act as ambassadors of the government’s achievements by engaging the public and ensuring they understand the progress made under President Yoweri Museveni’s leadership.
“I therefore urge you all to be ambassadors of the NRM party, preaching the gospel of its achievements to the people of Ankole Sub-region and working together to rally support for the party and H.E the President,” Hajji Kakande emphasized.
Parish Development Model (PDM) and Economic Transformation
Hajji Kakande commended the RDCs for their role in implementing the Parish Development Model (PDM), a government initiative aimed at transitioning households from subsistence farming to commercial agriculture and other income-generating ventures.
He noted that President Museveni’s ongoing tour on PDM had revealed significant success stories from farmers who have benefited from the program.
“The goal of the government is to uplift households from subsistence farming to commercial agriculture and other income-generating activities. During the ongoing tour on PDM, H.E the President experienced firsthand the impact of the initiative. He met with farmers who benefited from the PDM and was impressed by their success stories,” he stated.
Hajji Kakande stressed that the PDM is a critical pillar of Uganda’s national development strategy, designed to empower local communities and boost economic growth.
“Our Appointing Authority is very passionate about this program. You must therefore work tirelessly to ensure that it is implemented effectively, efficiently, and equitably,” he urged.
Security and Stability Ahead of the Electoral Period
With the country approaching the electoral season, Hajji Kakande called upon RDCs and DISOs to prioritize security in their respective areas. He emphasized the importance of maintaining peace and stability, which are key to a successful electoral process.
“I want to emphasize that maintaining peace and stability is your collective responsibility. The government is committed to ensuring a secure environment for all citizens, and we rely on your support and cooperation to achieve this goal. You must remain vigilant and proactive in preventing and combating crime,” he said.
His call to action comes at a time when security agencies are intensifying preparations to prevent any disruptions that could arise before, during, and after the elections.
Environmental Conservation as a National Priority
Beyond governance and security, Hajji Kakande raised concerns about environmental degradation and urged the officials to take an active role in protecting the environment.
“The environment is the foundation of livelihoods, the economy, and the existence of people. However, I'm concerned that our environment is facing unprecedented threats. Climate change, deforestation, soil degradation, and pollution are just a few of the challenges that demand our immediate attention,” he noted.
He called on the officials to support national efforts aimed at environmental conservation and ensure sustainability for future generations.
“I urge you all to join hands in the fight against environmental degradation in order to promote sustainable development and ensure a prosperous future for generations to come,” he added.
Hajji Kakande emphasized that ethical leadership and accountability are crucial for public trust and the continuity of the NRM government. He urged the participants to uphold high standards of conduct in their service.
Furthermore, he underscored the importance of monitoring service delivery, stating that regular assessment of government programs enables effective tracking of progress and identification of areas that require improvement.
“This workshop has been designed to equip you with the tools, techniques, and best practices necessary to effectively monitor service delivery in your respective areas,” he said.
He reaffirmed the Office of the President’s commitment to providing both political and technical leadership to ensure the successful implementation of government programs.
Deputy Head of the RDC Secretariat, Sr. Grace Akiror, addressed the participants, emphasizing the workshop’s goal of equipping them with the necessary skills and knowledge to handle challenges in their districts effectively.
“We are here to equip you with skills and also make you understand how the Office operates,” she said. She reassured the RDCs, RCCs, and security officers that the Office of the President values their contributions, adding:
“We are here to build your capacity, and this means the Office of the President does not take you for granted.”
Mbarara City RCC, Ms. Catherine Kamwine, commended the government for organizing the workshop, noting that the subregion remains relatively calm thanks to strong governance and security structures.
“We appreciate what the government is doing for us. We thank you for this timely capacity-building workshop,” she said.
She also extended gratitude to the Office of the President for strengthening RDC and RCC offices by deploying more staff, including Assistant RDCs and RCCs.
“We pledge our total support by playing our role as RDCs,” she affirmed.
The three-day capacity-building workshop in Mbarara has reinforced the commitment of RDCs, RCCs, and security officers in the Greater Ankole Sub-region to promoting the NRM’s achievements, ensuring security, driving economic transformation through PDM, and improving service delivery.
Hajji Kakande’s message serves as a strong call to action for government representatives to remain dedicated to serving the people, upholding ethical leadership, and safeguarding Uganda’s development agenda as the country moves toward the next electoral period.
