Hon. Irene Muloni to Contest Elgon North MP Seat, Promises Better Life for Constituents
Running as an independent candidate, Hon. Muloni says her wealth of experience, both in government and in Parliament, positions her to uplift the livelihoods of her constituents in Elgon North.

Hon. Eng. Dr. Mrs. Irene Nafuna Muloni, the current Woman Member of Parliament for Bulambuli District (2021–2026), has officially declared that she will contest as Member of Parliament for Elgon North Constituency in Bulambuli District in the 2026 general elections. Running as an independent candidate, Hon. Muloni says her wealth of experience, both in government and in Parliament, positions her to uplift the livelihoods of her constituents in Elgon North.
A seasoned leader and servant of the people, Hon. Muloni has built a reputation for hard work, commitment, and results-oriented leadership. Before returning to Parliament in 2021, she served as Cabinet Minister for Energy and Mineral Development (2011–2020), where she played a pivotal role in transforming Uganda’s energy sector. In 2020, President Yoweri Kaguta Museveni appointed her Senior Presidential Advisor, recognizing her immense contribution to national development.
Earlier in her career, Eng. Muloni served the country in the energy sector for nearly three decades, rising from Executive Engineer in 1991 to Managing Director of Uganda Electricity Distribution Company Limited. This blend of technical, managerial, and political experience, she says, will now be channeled toward transforming Elgon North Constituency.
A Record of Tangible Achievements
Hon. Muloni’s track record as Woman MP for Bulambuli District speaks for itself, with initiatives spanning education, agriculture, health, infrastructure, and wealth creation. These achievements, she notes, will form the foundation for her service to Elgon North Constituency.
Leadership and Governance
She established a functional constituency office in Bulambuli, officially opened by President Museveni and First Lady Janet Museveni in 2011, which continues to coordinate community issues to this day.
Electricity and Energy Development
Extended electricity to Bulambuli communities under rural electrification projects, with more areas earmarked for connection.
Lobbied for the construction of the Muyembe–Mbigi Hydro Power Dam, a strategic project aimed at creating jobs, promoting business, boosting local revenue, and opening up investment opportunities.
Education and Sports
Secured 4 State House scholarships for needy but bright students, all of whom have since graduated and found employment.
Facilitated over 260 bursaries for students at different institutions across the country. Lobbied for the construction of classroom blocks in several secondary schools, including Buluganya, Buginyanya, Bulaago, and Tunyi Girls.
Advocated for the elevation of key secondary schools to A-Level status, including St. Joseph Buyaga SS and Nabbongo SS.
Donated 1,800 school bags and UNEB past paper books to primary schools, improving access to learning materials.
Supported sports development through equipment donations, tournaments, and talent promotion.
Agriculture and Wealth Creation
Donated solar-powered irrigation pumps to youth farmer groups and distributed over 4,000 kuroiler birds to women groups to boost household incomes.
Organized a farmers’ study tour to Rwakitura and Masaka for over 200 farmers to learn commercial agriculture practices.
Delivered tractors, 6,000 hoes, and seeds to farmers, improving food security and production.
Secured UGX 250,000 in support for Irish potato research at Buginyanya Agricultural Research Institute and lobbied for UGX 13 billion support to Bugisu Cooperative Union (BCU).
Established piggery breeding units, maize milling machines, and tailoring centres for women and youth, directly empowering households economically.
Health Services
Ensured Bulambuli received its first ambulance and later a modern ambulance during her current term.
Oversaw the upgrade of health facilities, including Muyembe HC IV (earmarked to become a district hospital), Buluganya HC III, and Buginyanya HC III.
Distributed hospital beds, solar lighting systems, and organized a health camp screening over 700 people for cancer, HIV, and other diseases.
Delivered UGX 172 million worth of anti-malaria drugs to health centres in Bulambuli and Sironko.
Infrastructure and Roads
Lobbied for 1600 bicycles for LCI and LCII chairpersons to ease grassroots service delivery.
Secured vehicles, tractors, and road equipment for urban councils and road maintenance.
Advocated for the tarmacking of key roads such as Simu Corner–Buginyanya and Buyaga–Tunyi, as well as the construction of the Muyembe–Bukhalu link bridge.
Environment and Resettlement
Mobilized relief for landslide and flood victims, distributed 180,000 tree seedlings, and lobbied for the resettlement of families displaced by disasters in Bunambutye.
Water and ICT
Lobbied for a UGX 6 billion water project covering Bulambuli’s town councils and trading centres.
Secured motorized boreholes for schools and mosques.
Facilitated the construction of communication masts in Upper Bulambuli to address network challenges.
Culture and Social Development
Supported the Imbalu circumcision ceremonies, inviting President Museveni to officiate at Mutoto Cultural Site.
Extended financial and material support to churches, mosques, schools, and community events.
Spearheaded peace-building efforts in areas affected by local conflicts and promoted gender equality through education and empowerment programmes.
Looking Ahead: A Promise to Elgon North
Hon. Muloni says her mission in Elgon North will be to consolidate these achievements while pushing for new opportunities in health, education, agriculture, and infrastructure. She pledges to:
Promote wealth creation and implement the Parish Development Model (PDM) to boost household incomes.
Upgrade Muyembe Health Centre IV into a fully-fledged district hospital.
Ensure construction of more primary and secondary schools in underserved parishes.
Advocate for improved roads, bridges, and resettlement of families displaced by disasters.
Follow up on government pledges and commitments to the people of Bulambuli and the Bugisu sub-region.
Her guiding motto remains “Better Life”, which she says will inspire her leadership in Elgon North Constituency from 2026 to 2031.
