JINJA CITY | July 29, 2025 — The Secretary in the Office of the President, Hajji Yunus Kakande, has issued a passionate call to all Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), and other presidential representatives in Busoga subregion to ensure a landslide victory for President Yoweri Kaguta Museveni in the forthcoming 2026 general elections.

Speaking during the opening of a three-day capacity-building workshop held at Source of the Nile Hotel in Jinja City, Hajji Kakande stressed the urgency of regaining the region’s full support following a notable dip in presidential votes from Busoga during the last general elections. While the region elected 41 NRM MPs out of 44, President Museveni garnered less than 40% of the presidential vote in Busoga—a discrepancy Kakande wants corrected through proactive leadership and service delivery.

“We know H.E the President is going to win the coming elections but what we want is a landslide victory in Busoga,” Hajji Kakande declared. “You must be the first to defend the gains Busoga has made under the NRM. The goal is to ensure that the President is voted into power again.”

Hajji Kakande implored the RDCs and RCCs to intensify efforts to improve service delivery as a way to enhance public confidence in the ruling party.

“If services are being delivered well, Ugandans will support the ruling government more because it fulfills its mandate,” he said.

He cited effective monitoring of government programs such as the Parish Development Model (PDM) and the forthcoming National Development Plan IV (NDPIV) as crucial areas where presidential representatives must be well-informed and proactive in public sensitization.

The senior presidential aide further likened the recent NRM party primaries to “mock exams”, warning the RDCs and security officers to take valuable lessons from the process and ensure the main elections are peaceful, coordinated, and free from violence.

“Get information early and take action. If there's some sinister plan, arrest the suspects. If you suspect that a group is about to cause trouble, act immediately and maintain peace,” he instructed.

Kakande reaffirmed that RDCs are the heads of security in their districts, urging them to work closely with District Police Commanders (DPCs) and other agencies to eliminate any threats to national stability during the electoral period.

Despite being presidential appointees, Hajji Kakande reminded RDCs and RCCs to maintain political neutrality, while also guarding the legacy and ideological clarity of the ruling NRM party.

“Do not be distracted by opportunists or enemies of progress. Your role includes clarifying government programs, promoting reconciliation among leaders, and neutralizing political confusion.”

He was particularly critical of young presidential appointees who resign their posts to pursue political ambitions.

“These jobs are very important and most Ugandans want them. Why do you throw them away? Politics should be for old people like us,” he quipped, adding that many who left their jobs for politics are now lobbying to be reinstated.

Hajji Kakande urged leaders in Busoga to guide citizens away from low-yield monoculture crops such as sugarcane, and instead promote commercial agriculture centered on high-value crops like coffee.

“Coffee never loses market. Sugarcane growing must be rethought. Our people should diversify and explore value addition to increase income, improve food security, and create employment.”

He also highlighted the need to fight environmental degradation, especially wetland encroachment, warning that poor land-use practices are threatening the nation’s ecosystem.

Addressing internal disputes within the NRM, particularly in Busoga, Hajji Kakande emphasized that disunity among leaders weakens collective bargaining power and hampers development efforts.

“Division among leaders affects service delivery. Unity is the bedrock of development. As government representatives, you must promote reconciliation and speak with one voice.”

The Deputy Head of the RDC Secretariat, Sr. Grace Akiror, echoed Kakande’s message by highlighting the workshop’s objectives—to equip presidential representatives with the knowledge and skills necessary for effective governance.

“We are appraising the RDCs on their responsibilities as presidential representatives and imparting skills for better service delivery in the local government.”

Akiror stressed that the workshop would also help the participants internalize their roles in advancing government programs for the betterment of all Ugandans.

On behalf of the Busoga subregion, Mr. Richard Gulume, the Whip for Busoga and RCC for Jinja City, assured Hajji Kakande that all RDC offices now have the manpower and resources needed to effectively deliver on their mandate.

“We have 44 MPs and 41 of them are NRM, yet the President performed below 40 percent in the past election. There’s no justification for that. Now, with proper manpower and coordination, we are committed to reversing that trend.”

The workshop marked a strategic turning point for government representatives in the Busoga subregion, aiming to refocus their roles as mobilizers, security coordinators, development agents, and ambassadors of government programs.

Hajji Kakande’s message was clear: Only through unity, discipline, and impactful service delivery can Busoga reaffirm its loyalty to President Museveni and the NRM party in the upcoming 2026 general elections.
