BULAMBULI DISTRICT — The Member of Parliament for Bulambuli County, Hon. Biara Emmanuel Wepukhulu, has intensified his grassroots engagement across the constituency, combining oversight of public projects, community consultations, and advocacy for local economic development in what residents describe as an unprecedented level of accessibility and accountability.
During an emergency inspection at Muyembe Girls Primary School in Bulambuli Town Council, Hon. Biara expressed outrage over what he described as a grossly substandard sanitation facility that has plunged the school into a public health crisis.
The legislator discovered that contractors allegedly constructed a new latrine structure on top of an old, decommissioned pit latrine by simply placing a concrete slab over the exhausted pit before erecting and painting the facility. The result, according to school authorities and local residents, has been the rapid filling up of the pit, leading to an unbearable stench that now threatens the health and well-being of hundreds of learners.
During the assessment, the school's headmistress and concerned residents informed the MP that the foul smell has created an unhealthy learning environment, exposing pupils—especially girls—to hygiene-related illnesses and compromising their dignity. Neighbours also complained that the situation has become a serious environmental nuisance affecting surrounding communities.
Hon. Biara condemned the alleged deception and poor workmanship, describing it as a betrayal of public trust and a misuse of taxpayer resources.
“This is unacceptable. Public funds are intended to improve the welfare of our people, not to finance substandard work that endangers the lives of innocent children. Those responsible must be held accountable,” he said.
The legislator warned the responsible technical officers and district authorities to take immediate corrective action and ensure that a standard sanitation facility is reconstructed without delay. He further indicated that failure to address the matter promptly could compel him to pursue stricter legislative and legal interventions.
Taking Parliament Back to the People
While newly appointed Cabinet Ministers gathered in Kyankwanzi to discuss national priorities, Hon. Biara chose to spend his time among the people of Bulambuli, conducting extensive consultations and monitoring community concerns firsthand.
Over the past two days, the MP traversed several parts of the constituency, including Bukhalu, Buwabwala Parish (Diip), and Buwanyanga, engaging residents on development priorities and listening to their concerns. He also attended a number of burial ceremonies to stand in solidarity with bereaved families.
Residents who interacted with him praised his accessibility, noting that it is uncommon for elected leaders to maintain such close contact with constituents after securing electoral victory.

He observed that stones extracted from Bulambuli are transported to Tororo for cement production, yet local communities bear the environmental burden associated with quarry operations.
According to the legislator, residents continue to endure excessive dust pollution, disruptive noise from blasting activities, and damage to road infrastructure caused by heavy trucks and machinery operating in the area.
Hon. Biara argued that the long-term solution lies in establishing a cement manufacturing plant within Bulambuli District itself.
He explained that such an investment would create employment opportunities for local youth, stimulate economic activity, improve household incomes, and ensure that communities directly benefit from the natural resources found within their locality.
“A district that provides the raw materials should also share in the value addition process. Industrialization closer to the source of production would create jobs, reduce transportation costs, and generate greater economic benefits for our people,” he said.
The concerns raised at the quarry center are expected to form part of issues the MP intends to present before Parliament as he continues advocating for equitable resource utilization and community development.
Standing Against Corruption and Poor Service Delivery
Hon. Biara's recent engagements also reflect his commitment to fighting corruption and promoting quality service delivery, in line with President Yoweri Museveni's call for greater accountability under the slogan, "Kisanja: No More Sleep, No More Corruption."
