Museveni Pledges Major Health Sector Boost for Apac District

President Yoweri Kaguta Museveni has pledged a sweeping package of health sector upgrades for Apac District, assuring residents that his government’s next term agenda will deliver new facilities, upgrades to existing ones, and vital medical equipment.

 

Speaking at a campaign rally in Apac on Friday, the President highlighted the progress made by the NRM government in expanding health and social services in the district. He revealed that out of the 12 sub-counties in Apac, 10 already have functioning health centres, while one hosts a government hospital. Only two sub-counties remain without a health facility.

To bridge this gap, Museveni announced a new health investment plan tailored for Apac. Akere Health Centre II will be upgraded to a Health Centre III, while Atik will receive a brand-new Health Centre III. In Maruzi Constituency, the existing Health Centre IV—already staffed with two doctors—will be equipped with an ambulance to improve emergency response. Meanwhile, Atongtidi Health Centre III in Maruzi North will be elevated to a Health Centre IV in the next government.

“In Akere Division, the Health Centre II will be upgraded to a Health Centre III. In Atik, a new Health Centre III will be built. In Maruzi, the Health Centre IV already has doctors but no ambulance. We shall provide that ambulance. And in Maruzi North, Atongtidi will be upgraded to a Health Centre IV,” Museveni said.

The President underlined that these commitments build on the resilience and steady progress of the NRM since 1986, citing improved infrastructure, expanded schools, and enhanced energy access as evidence. He further noted that revenues from Uganda’s oil sector, expected to begin flowing next year, would allow government to accelerate service delivery in health and other sectors without diverting funds from existing projects.

“With this oil money, we shall be able to do all these roads and health facilities without having to cut from one project to do another,” he told the cheering crowd.

 

Evidence of NRM’s Work in Apac

Museveni presented a record of government achievements in Apac as part of his appeal for another mandate:

Education: 63 UPE schools, 7 USE schools, and 1 technical training school.

Health: Health centres operational in 10 out of 12 sub-counties, with plans to construct and upgrade facilities in the remaining areas.

Electricity: Access in 10 out of 12 sub-county headquarters.

Roads:

Rwenkunye–Apac (90.9 km) at 66% completion.

Apac–Lira–Puranga (100.1 km) at 80% completion.

Full reconstruction of Soroti–Dokolo–Lira–Kamdini (189.4 km), with plans to connect Dokolo–Amolatar.

Wealth Creation: UGX 16.7 billion disbursed under the Parish Development Model (PDM) and UGX 2.1 billion under Emyooga.

He urged residents to safeguard and expand these gains by re-electing the NRM.

Call to the Lango Sub-region

Museveni extended his message beyond Apac to Kwania District and the wider Lango sub-region, urging communities to support NRM flag bearers and the “old man with the hat” to consolidate Uganda’s economic transformation.

 

He reminded citizens that since the 1960s, the NRM’s mission has been to empower people, not exploit them politically, and to ensure households break free from poverty.

“When it comes to wealth creation, we don’t want spectators. With football or athletics, you have sports people and spectators, but with wealth creation, everyone must be a player,” he said.

 

The President appealed to those still outside the money economy to join in, emphasizing that prosperity begins with every household generating both food and income.
