Don’t Pay Conmen for RDC Jobs, Haji Yunus Kakande Warns Ugandans as RDCs, Deputies and LCVs to Get Salary Boost in FY 2027/2028
Speaking on the matter, Haji Kakande said the government remains committed to improving the welfare of political and administrative leaders across the country, although priority in the upcoming national budget has been given to salary enhancement for arts teachers.
The Permanent Secretary in the Office of the President, Haji Yunus Kakande, has revealed that the government is planning to enhance the salaries of Resident District Commissioners (RDCs), Deputy RDCs, Assistant RDCs, and LCV Chairpersons in the 2027/2028 financial year.
Speaking on the matter, Haji Kakande said the government remains committed to improving the welfare of political and administrative leaders across the country, although priority in the upcoming national budget has been given to salary enhancement for arts teachers.
According to the Permanent Secretary, the government recognizes the critical role played by RDCs and local government leaders in supervising government programs, mobilizing wananchi, monitoring service delivery, and maintaining peace and security at district level.
He explained that while many public servants continue to demand salary increments, the government has adopted a phased approach depending on available resources and national priorities.
“In the coming financial year, government has prioritized salary enhancement for arts teachers, but RDCs, Deputy RDCs, Assistant RDCs, and LCVs are also scheduled for enhancement in the 2027/2028 financial year,” Haji Kakande said.
The clarification comes amid growing public concern and speculation regarding the welfare of RDCs, many of whom have repeatedly called for improved facilitation and better remuneration to match the responsibilities attached to their offices.
Haji Kakande also used the opportunity to warn members of the public against falling victim to fraudsters claiming they can secure RDC jobs in exchange for money.
He emphasized that all RDC, Deputy RDC, and Assistant RDC positions are already occupied and that no recruitment exercise is currently taking place.
“People should stop paying money to conmen for RDC jobs. These positions were already filled and the office holders are currently serving. There will be no changes to RDCs, Deputy RDCs, or Assistant RDCs at this time,” he warned.
The Office of the President has in recent years intensified efforts to streamline the operations of RDC offices, with the officials playing a central role in monitoring the implementation of government programs such as the Parish Development Model (PDM), Emyooga, and other wealth creation initiatives.
Observers say the planned salary enhancement could boost morale among RDCs and local government leaders, many of whom operate under challenging conditions while serving as direct representatives of the President in their respective districts.
Haji Yunus Kakande continues to play a significant administrative role within the Office of the President, overseeing coordination of government programs and implementation of presidential directives across the country.
His remarks are expected to calm speculation surrounding possible reshuffles within the RDC structure while reaffirming government’s commitment to improving the welfare of public servants in a phased and sustainable manner.
