Frank Rusa Honoured with KCCA Council Appreciation Award for Exemplary Leadership

In a moment marked by rare unanimity and deep gratitude, the Kampala Capital City Authority (KCCA) Council has officially recognized Frank Nyakana Rusa with a prestigious Appreciation Award for his distinguished service as Acting Executive Director. The award comes in recognition of his leadership, professionalism, and unflinching commitment during a crucial transitional period at the Authority.

Mr. Rusa served as Acting Executive Director from September to December 2024, following the dismissal of Dorothy Kisaka. In that short but impactful period, he oversaw key developments aimed at addressing the city's persistent infrastructure challenges. Most notable among these was the successful supervision of flood control works in the Nakivubo area—an initiative that significantly mitigated waterlogging in a flood-prone zone during the intense March 2025 rains. His results-oriented approach earned praise from across political divides, reinforcing his status as a capable and apolitical steward.
In a photograph widely shared across media, Mr. Rusa was seen holding the award in his office, flanked by the national flag and the KCCA flag—a composed and humble figure who, through quiet resolve, left an indelible mark on city governance.
Reacting to the recognition, Rusa expressed heartfelt appreciation:

The award presentation followed a previously tense council session held on April 3, where Lord Mayor Erias Lukwago’s allegations against Mr. Rusa and city investor Dr. Hajji Hamis Kiggundu were categorically dismissed. The Council ruled that the claims were politically charged and unfounded. This official vindication was reinforced by an earlier court decision in January 2025, where the magistrate dropped the case due to procedural irregularities.
Mr. Rusa’s leadership—marked by diligence, transparency, and strategic thinking—has ignited optimism for a more technocratic and results-based approach within KCCA.
As the Authority embarks on a new chapter focused on public-private partnerships to solve Kampala’s drainage and urban development challenges, Rusa’s brief tenure may come to be viewed as a turning point in institutional reform and service delivery.
