Prof. Waswa Balunywa Joins NRM CEC, Bringing Decades of Academic Leadership and Institutional Excellence

Former Makerere University Business School (MUBS) Principal Prof. Waswa Balunywa has been appointed to the National Resistance Movement's (NRM) Central Executive Committee (CEC), marking a new chapter in the distinguished career of one of Uganda's most influential educationists and management experts.

His appointment was approved during a meeting of the NRM Central Executive Committee at State House Entebbe after being nominated by NRM National Chairman President Yoweri Museveni under the party's constitutional powers that allow the chairperson to appoint members to the CEC outside the elective process.

Prof. Balunywa joins the ruling party's top decision-making organ alongside former Prime Minister Dr. Ruhakana Rugunda, veteran politician Magode Ikuya and Vurra County Member of Parliament Hon. Lenia Charity, whose appointments were endorsed by the committee.

For many observers, however, Balunywa's appointment stands out as the inclusion of an accomplished academic and transformational leader whose impact on Uganda's higher education sector has been felt for more than three decades.

From Academia to National Leadership

Prof. Balunywa is widely regarded as one of the architects of Uganda's modern business education system. His career has been defined by visionary leadership, institutional reforms and a commitment to expanding access to quality higher education.

He founded Makerere University Business School (MUBS) in 1997 and became its first Director before later serving as Principal. Under his stewardship, MUBS evolved from a relatively small institution into one of East Africa's leading business schools, producing thousands of graduates who now occupy leadership positions in government, business, civil society and international organizations.

His leadership was characterized by strategic expansion of academic programmes, infrastructure development, improved governance systems and stronger partnerships with both the public and private sectors.

After serving the institution for 26 years, Prof. Balunywa retired as Principal in 2023, leaving behind a legacy of academic excellence and institutional growth that continues to shape Uganda's education landscape.

Champion of Higher Education Access 

Among Prof. Balunywa's most celebrated contributions is his pioneering role in introducing the private students' scheme, a financing model that dramatically expanded access to university education.

The initiative opened university doors to thousands of Ugandans who were unable to secure government sponsorship but possessed the academic ability and determination to pursue higher education.

The model fundamentally changed university financing in Uganda and has since been adopted by numerous universities across the country and replicated in other parts of the region.

Education experts have consistently credited the initiative with increasing enrolment, widening educational opportunities and helping produce a skilled workforce that has contributed significantly to Uganda's economic development.

Respected Voice in Corporate Governance 

Beyond academia, Prof. Balunywa has earned recognition as a respected authority in management, entrepreneurship, corporate governance and public policy.

He previously served on the Board of Directors of the Bank of Uganda, where he contributed to policy oversight and institutional governance.

Throughout his career, he has remained a sought-after consultant, public speaker and adviser on issues relating to leadership, business management, innovation, entrepreneurship and institutional development.

His research and public engagements have consistently emphasized ethical leadership, accountability, productivity and the importance of building strong institutions as foundations for national development.

Strategic Addition to the NRM

Prof. Balunywa's appointment introduces a technocratic dimension to the NRM's top leadership structure.

Unlike many traditional politicians, his professional journey has been built largely around education, research, management and institutional transformation, qualities that many analysts believe could enrich policy discussions within the party.

His extensive experience in administration, strategic planning and human capital development is expected to strengthen the party's capacity to engage on issues concerning education, youth employment, entrepreneurship and economic transformation.

The appointment also reflects the NRM's continued effort to blend experienced political leaders with accomplished professionals from various sectors of national life.

A Reshaped Central Executive Committee

The latest appointments form part of a broader reorganisation of the NRM Central Executive Committee under the authority of President Museveni as National Chairman.

Former Prime Minister Dr. Ruhakana Rugunda returns to the CEC after decades of distinguished public service, while veteran politician Magode Ikuya also rejoins the party's top leadership.

First-term legislator Lenia Charity, the newly elected Member of Parliament for Vurra County in Arua District, represents a younger generation of leaders being incorporated into the party's highest policy-making organ.

Together, the appointments signal an attempt to combine institutional memory, political experience, professional expertise and emerging leadership within the NRM.

For Prof. Waswa Balunywa, the appointment represents a transition from transforming educational institutions to contributing directly to strategic political leadership at the highest level of the ruling party.
