Among the sectors expected to play a central role in driving economic transformation is infrastructure, where roads, bridges, railways, urban transport systems and environmental sustainability remain critical pillars of national development. As discussions continue over possible appointments and institutional restructuring across government, experienced technocrats with proven records of performance are attracting increasing attention.

One name that continues to feature prominently in conversations within engineering circles, government institutions and among development partners is Eng. David Ssali Luyimbazi, a seasoned engineer and public administrator whose public service career spans more than three decades.

Although the Government has not announced any appointment to the Ministry of Works and Transport's top administrative office, many sector observers believe Luyimbazi possesses the technical competence, leadership experience and institutional knowledge required to steer one of Uganda's most strategic ministries during a period of accelerated national development.

Luyimbazi's leadership extended well beyond the road sector following his appointment as Deputy Executive Director of Kampala Capital City Authority.

At KCCA, he coordinated major programmes covering urban roads, drainage systems, climate resilience initiatives, digital governance, revenue modernisation, physical planning and city development.

His responsibilities required balancing infrastructure development with environmental sustainability, urban planning and improved service delivery.
