Museveni Pledges Jobs, Roads and Tourism-Led Growth for Kasese as He Unveils 2026–2031 Manifesto in Bukonzo East

Kasese District – President Yoweri Kaguta Museveni on Monday afternoon took his 2026–2031 election campaign to Bukonzo East Constituency in Kasese District, where he presented the National Resistance Movement (NRM) Manifesto to the Bakonjo community, outlining a development-driven vision anchored on wealth creation, job growth and infrastructure expansion.

Addressing a massive rally, President Museveni said Kasese’s future lies in fully harnessing its unique economic strengths, especially commercial agriculture, tourism and manufacturing, which he described as the three engines that will transform household incomes and regional development.

“The wealth of Kasese is in production,” Museveni said. “This district has fertile land, mountains, wildlife and people who are ready to work. When we combine commercial agriculture, services like tourism, and manufacturing, we create real jobs and sustainable wealth.”

Agriculture, Skills and Enterprise at the Centre 

The President emphasized that government programmes such as Emyooga, Presidential Skilling Hubs and other enterprise support initiatives are designed to empower Ugandans to move from subsistence to income-generating activities.

He explained that Emyooga is enabling organized groups to access capital to invest in farming, small businesses and value addition, while skilling hubs are equipping young people with practical abilities that match the needs of the job market.

“Giving people money without skills cannot solve unemployment. That is why we have invested in skilling and enterprise programmes that make our people productive,” Museveni noted.

Tourism and Manufacturing to Unlock Kasese’s Potential 

Museveni highlighted Kasese’s strategic advantage as home to Queen Elizabeth National Park, the Rwenzori Mountains and Lake George, saying tourism has the power to generate thousands of jobs in hotels, guiding, transport, crafts and hospitality.

He also pointed to the need for manufacturing and value addition, especially in agriculture and minerals, to stop exporting raw materials and instead create industries that employ Ugandans locally.

“When we process what we produce here, we get better prices and more jobs for our people,” he said.

Roads and Equipment for a Vast District

Acknowledging Kasese’s large size and difficult terrain, President Museveni committed to increasing road construction and road equipment to improve connectivity across the district.

He said better roads would not only ease movement for residents but also support tourism, agriculture and trade, allowing farmers and business people to access markets more easily.

Commitments on Rwenzururu, Banyabindi and Cultural Heritage

The President also reaffirmed the government’s commitment to pensions for the Rwenzururu people, recognizing their historical role and contribution.

He further pledged continued support for the resettlement of the Banyabindi, saying government would ensure that displaced communities are settled in a dignified and sustainable manner.

Museveni also promised to develop and preserve historical memorial sites such as Katebwa, noting that protecting cultural and historical heritage is important for national identity and tourism.

Call for Unity and NRM Support

As Uganda approaches the 15th January elections, President Museveni urged the people of Kasese and Ugandans across the country to vote for the NRM, saying it is the only party with a tested record of delivering peace, stability and development.

 

“I ask all Ugandans to come out in large numbers and vote NRM so that we consolidate the gains we have made and move forward together,” he said.

The Kasese rally formed part of President Museveni’s nationwide campaign to popularize the 2026–2031 NRM Manifesto, which focuses on wealth creation, industrialization, skills development and inclusive growth as Uganda moves into the next phase of its transformation.
