NRM National Treasurer Hon. Amb. Barbara Nekesa Oundo Rallies Butaleja Leaders for Overwhelming Victory
Meeting 60 NRM structural leaders from the subcounty to district levels at Hotel Gabriella in Butaleja Town Council, Amb. Nekesa set a firm tone for disciplined mobilisation, loyalty to party flagbearers, and swift recruitment of new supporters.

The National Resistance Movement (NRM) National Treasurer and chief mobiliser for the Bukedi region, Hon. Amb. Barbara Nekesa Oundo, on Wednesday intensified mobilisation efforts in Butaleja District, urging party leaders to adopt stronger, united strategies that will secure the NRM an “overwhelming victory” in the forthcoming elections.
Meeting 60 NRM structural leaders from the subcounty to district levels at Hotel Gabriella in Butaleja Town Council, Amb. Nekesa set a firm tone for disciplined mobilisation, loyalty to party flagbearers, and swift recruitment of new supporters.
The engagement brought together subcounty NRM chairpersons, district executives, members of the Patriotic League, Operation Wealth Creation mobilisers, and other grassroots actors.
Mobilisers Tasked to Recruit Five New Supporters Each
In her address, Amb. Nekesa directed all lower-level leaders to source at least five new supporters each for the NRM with immediate effect, describing the exercise as a non-negotiable first step toward enlarging the party’s numerical advantage.
She warned that the presence of individuals who lost the recent NRM primaries but opted to return to the race as independent candidates posed a serious threat to party cohesion.
Describing such candidates as “direct traitors,” Amb. Nekesa stressed that their actions risked creating openings for the opposition in Butaleja.
“The NRM has clear signs of victory, but we shall deploy harder strategies to neutralise the influence of independent NRM-leaning candidates in Butaleja and beyond,” she said.
Dorothy Hyuha: “Independents Will Hang”
NRM senior leader and ambassador Dorothy Hyuha echoed the call for unity behind party flagbearers. She wondered why some individuals who were unsuccessful in the primaries had returned to the contest instead of supporting the endorsed candidates.
Hyuha added that Butaleja’s chances of securing ministerial appointments and improved social services rested strictly on the strength of NRM’s performance at the polls.
She reminded the leaders that parliamentary caucuses are chaired only by members of official parties—not independents—insisting that independents politically isolate themselves.
Mulindwa Calls for Discipline, Unity, and Loyalty
The NRM Deputy Director for Communications and head of mobilisation for Bukedi, Rogers Mulindwa, reinforced the message that party executives must support only official NRM flagbearers.
He cautioned leaders who secretly back independent candidates, saying such individuals were in the party “for survival, not loyalty.”
Mulindwa stressed forgiveness and togetherness as essential ingredients for a stronger NRM ahead of the election season.
New Regional Mobilisers Appointed
During the meeting, party administrators unveiled Jacob Wangolo and Nicholas Higenyi as new members of the top mobilisation team for Bukedi region.
Wangolo, speaking after his appointment, pledged to bury political differences and work strictly for NRM victory from the presidential level to the LCI structures.
“I will support all NRM flagbearers, starting with President Museveni, without compromise,” he stated.
UPC LCIII Chairman Withdraws and Joins NRM
In a dramatic show of support, Patrick Guloba Malya, the incumbent LCIII chairperson of Busabi Subcounty, officially withdrew from the race and crossed from the UPC to the NRM.
Malya handed his UPC membership card to Amb. Nekesa and pledged full support to the party’s flagbearer, Julius Mboolwa (Konje).
He narrated that he had originally been introduced to UPC by the late Clement Dwallo, who taught President Museveni during his school days, but was later convinced to join NRM by Defence Minister Jacob Oboth Oboth.
Waluswaka Praises Government Achievements
The NRM flagbearer for Bunyole West, James Waluswaka, hailed the government for its development achievements in Butaleja. He highlighted the rollout of the Parish Development Model (PDM) and the opening of the Hisiiro Bridge, which now links Butaleja to Namutumba and Bugiri districts.
Waluswaka said such interventions were clear testimony of NRM’s commitment to service delivery and deserved renewed support for President Museveni and the ruling party.
Amb. Barbara Nekesa Oundo’s engagement in Butaleja signaled a renewed and intensified mobilisation drive as the NRM seeks to consolidate its support in one of its key districts in Bukedi region. With fresh directives, crossovers from rival parties, and the appointment of new regional mobilisers, the meeting positioned Butaleja as a battleground the NRM is determined to secure with unity, discipline, and strategic grassroots engagement.
