President Museveni Launches West Nile Tour, Hails Oyam’s Progress Under the Parish Development Model

Oyam & Packwach — President Yoweri Kaguta Museveni, the National Chairman of the National Resistance Movement (NRM), has begun his tour of the West Nile sub-region with a powerful appeal to the people of Oyam and Packwach districts to renew their trust in the ruling party as Uganda heads toward the 2026 General Elections.
The President’s visit to the region marks the continuation of his nationwide campaign trail, focusing on consolidating the NRM’s support base and showcasing the government’s achievements in transforming livelihoods through socio-economic programs.
A Call for Unity and Continuity in Leadership
Addressing thousands of residents who turned up to welcome him in Packwach, President Museveni underscored the importance of unity and stable politics as a foundation for sustainable development.
“As I begin the West Nile tour with Packwach to ask for an extension of the NRM’s mandate, I want the people of this region to witness my request,” he said. “The region knows the importance of unity in politics. Many of our older people lived in exile because of bad politics from past leaders. Some were even born outside Uganda and only came back after we took charge.”
He urged the people to safeguard the peace and progress achieved under the NRM government, emphasizing that disunity and political violence in the past had hindered development in Northern Uganda.
“We have built strong economic and social infrastructure across the country. I ask that you continue to trust the NRM to protect these gains and help your families become more empowered,” he said.
Oyam’s Development Success Under the PDM
President Museveni praised Oyam District for its outstanding performance in implementing the Parish Development Model (PDM) — the government’s flagship program aimed at lifting households out of subsistence farming into the money economy.
“Oyam District was ranked first in Northern Uganda and fourth nationally in implementing the Parish Development Model,” he revealed. “So far, Shs 15.26 billion has been disbursed to 15,358 beneficiary households across 74 parishes.”
He explained that out of 110,658 households in the district, 56,340 were previously living in the subsistence economy, but with the PDM’s direct financial empowerment, many are now transitioning into commercial production.
“The PDM is working. Families are now able to invest in agriculture, small businesses, and value addition,” the President said. “This is the foundation of the NRM’s vision for wealth creation and shared prosperity.”
Education and Infrastructure Priorities
President Museveni also highlighted remarkable progress in the education sector in Oyam, attributing it to the NRM’s policy of expanding access to education at all levels.
“Oyam now boasts 109 government and 160 private primary schools. There are 10 government and 10 private secondary schools,” he said. “If we are given the opportunity in the new Kisanja, we shall ensure that all parishes have government primary schools and all sub-counties have government secondary schools.”
He further promised continued investment in health, roads, and electricity extension projects to improve service delivery and economic growth across West Nile and the Lango sub-region.
Empowering Families Through Government Programs
The President reiterated that the NRM government remains committed to ensuring that all Ugandans, especially rural families, are economically empowered through programs such as the Emyooga initiative, PDM, and youth and women entrepreneurship funds.
“Our focus is to move every household into the money economy. Nobody should remain behind,” Museveni emphasized. “When families are empowered, the entire nation becomes strong and self-reliant.”
The Road Ahead to 2026
As the NRM seeks a renewed mandate in 2026, President Museveni’s message to the people of Oyam and Packwach is clear: the stability, unity, and economic transformation the country has witnessed must be safeguarded through continuity of leadership.
“The NRM has provided peace, built roads, schools, and hospitals, and restored Uganda’s dignity. We now ask for your support to complete the journey of modernization and prosperity for all,” he said.
The President’s West Nile engagements will continue with similar meetings across the region, where he is expected to interact with community leaders, farmers, and youth groups, emphasizing his government’s agenda for wealth creation and inclusive growth.
