The President of the Republic of Uganda, H.E. Yoweri Kaguta Museveni, has officially assumed the role of Chairperson of the East African Community (EAC), marking a new chapter in the region’s integration agenda.
The instruments of office were handed over by the outgoing Chairperson, H.E. William Samoei Ruto, during the 25th Ordinary Summit of the Heads of State of the EAC held at the Arusha International Conference Centre (AICC) in Arusha on March 7, 2026.
Rotational Leadership and Shared Vision
The EAC chairmanship rotates among Heads of State of the partner states, a practice designed to reinforce collective ownership, equality, and shared leadership within the regional bloc. The orderly transition underscores the Community’s commitment to institutional continuity and cooperation.
In assuming the mantle, President Museveni takes on the responsibility of steering high-level policy direction at a time when the bloc is intensifying efforts toward deeper economic integration, infrastructure connectivity, and peace and security collaboration.
Advancing the Integration Agenda
As Chairperson, Museveni is expected to guide discussions on critical pillars of the EAC integration framework, including the Customs Union, the Common Market, the Monetary Union, and the long-term goal of Political Federation.
Key priorities likely to dominate his tenure include:
Trade Facilitation and Economic Growth: Strengthening intra-regional trade by addressing non-tariff barriers and harmonising standards.
Infrastructure Development: Expanding regional connectivity through roads, railways, energy projects, and digital infrastructure.
Peace and Security: Enhancing joint efforts to address cross-border insecurity and promote stability within member states.
Industrialisation and Value Addition: Encouraging partner states to move up the value chain and boost competitiveness in regional and global markets.
President Museveni has consistently championed regional markets as a catalyst for Africa’s transformation, arguing that economic fragmentation undermines competitiveness and prosperity.
Leaders Review Regional Progress
The 25th Ordinary Summit brought together Heads of State from EAC partner states to review progress on ongoing integration initiatives and chart the path forward. Leaders assessed achievements, challenges, and emerging opportunities within the bloc, while reaffirming their commitment to the Community’s shared objectives.
The summit also provided a platform to deliberate on strengthening institutional efficiency within the EAC and accelerating the implementation of agreed protocols and programmes.
The Role of the EAC
Headquartered in Arusha, Tanzania, the East African Community remains central to promoting political, economic, and social cooperation among partner states. The bloc envisions a prosperous, competitive, secure, and politically united East Africa.
Over the years, the EAC has expanded its membership and deepened collaboration across multiple sectors, positioning itself as one of Africa’s most dynamic regional economic communities.
A Strategic Moment for the Region
President Museveni’s assumption of the EAC chairmanship comes at a strategic moment when global economic shifts, security concerns, and calls for stronger regional value chains are reshaping Africa’s development landscape.
His tenure is expected to emphasise practical solutions to accelerate integration, remove bottlenecks to trade, and strengthen solidarity among partner states.
As the new Chairperson, Museveni now takes on the responsibility of guiding the bloc through its next phase of growth, with the overarching goal of delivering tangible benefits to the citizens of East Africa and advancing the vision of a united and prosperous region.
