Bulambuli, Uganda –As the 2026 general elections draw near, National Resistance Movement (NRM)'s Emmanuel Wepukhulu Biara has officially declared his intention to contest for the Member of Parliament seat for Bulambuli Constituency. In an inspiring and action-oriented manifesto, Biara presents a detailed roadmap that highlights his deep commitment to service, development, and transformational leadership in the region.

A Leader with Deep Roots in Bulambuli
Born on 27th November 1987 to Mr. Abilamu Wepukhulu and Mrs. Connie Neumbe Wepukhulu, Biara hails from the Bamukoya clan in Buwanyanga Sub-county, and currently resides in Buyaga Central Ward, Buyaga Town Council. His upbringing in the heart of Bulambuli fuels his understanding of the constituency’s challenges and aspirations.
Academic and Professional Excellence
Emmanuel Wepukhulu Biara is a product of Uganda’s finest institutions. He attended Buyaga Primary School, Nabbongo SS, and Nabumali High School before earning his Bachelor and Master of Science in Forestry from Makerere University. He also holds a Postgraduate Diploma in Project Planning and Management from the Uganda Management Institute and is currently pursuing a PhD in Environment and Natural Resources.
His career trajectory includes roles as:
Forest Supervisor at the National Forestry Authority (2013–2016)
Forest Officer at the Ministry of Water and Environment (2016–2020)
Regional Wetlands Coordinator for Central Uganda (2022–2025)
He resigned from public service in May 2025 to fully dedicate himself to the people of Bulambuli.
In the private sector, Biara is the Director of Elgon Timber Exports and Imports Ltd and CEO of Biara Foundation, an NGO known for community-focused projects.
Vision and Mission
Biara’s mission is clear: “To deliver vibrant, hands-on, consultative leadership that empowers every citizen of Bulambuli to live a dignified life through access to quality services, opportunity, and voice in Parliament.”
His vision is of “a united, empowered, and prosperous Bulambuli.”
Key Manifesto Priorities
Biara’s 2026 manifesto is grounded in action and proven service delivery. Below are the pillars of his campaign:
✅ 1. Voice for the Voiceless
Biara pledges to be an active and fearless advocate for Bulambuli in Parliament, ensuring the constituency’s concerns are heard and addressed.
✅ 2. Education Empowerment
Currently sponsors 29 students at various secondary schools.
Has distributed over 50,000 mathematical sets to P.7 candidates.
Commits to lobbying for improved school infrastructure and teacher welfare.
✅ 3. Agriculture and Value Addition
Promote modern farming practices, post-harvest technologies, and value addition to crops like coffee, bananas, maize, and tomatoes.
Facilitate market linkages across regions and nationally.
✅ 4. Cattle Restocking
Advocate for Bulambuli’s inclusion in the national cattle restocking program, like in Teso, Lango, and Acholi.
✅ 5. Health Services
Push for Muyembe Health Centre IV to be upgraded to a General Hospital.
Improve staffing and drug supply systems.
✅ 6. Road Infrastructure
Lobby for tarmacking of critical roads: Buyaga–Bukhalu–Muyembe Ring Road, Nabbongo–Bufumbula Road, Bunangaka–Buwakoli Road, among others.
Prioritize feeder road maintenance to boost trade and mobility.
✅ 7. Permanent Bridge to Bukedea
Propose construction of a permanent bridge to connect Bulambuli and Bukedea for enhanced trade.
Biara Foundation has already built several temporary bridges like Ibukwa Watila and Burukuru.
✅ 8. Youth and Women Empowerment
Establish youth SACCOs, skill development centres, and seed capital programs for women entrepreneurs.
Promote leadership and mentorship for youth and women.
✅ 9. Sports and Talent Development
Continue organizing Biara Independence Cup and sports leagues.
Support construction of sports infrastructure and links to professional leagues.
✅ 10. Industrialization and Job Creation
Advocate for establishment of:
A cement factory in Greater Bunambutye.
A hi-tech maize and tomato processing factory.
Facilitate job connections for youth in investor-owned factories.
✅ 11. Clean and Safe Water
Work toward universal access to clean water.
Has already repaired over 150 boreholes in the past two years.
✅ 12. Hands-On, Consultative Leadership
Will hold annual sub-county consultations, run constituency offices and WhatsApp platforms for direct engagement.
✅ 13. Environmental Conservation & Climate Action
Over 500,000 tree seedlings distributed including species like Mahogany, Grevillea, and Makhamia lutea.
Promotes afforestation, wetland restoration, and climate awareness.
✅ 14. Flood Control & Disaster Preparedness
Focus on improving drainage, wetland restoration, proper land use, and community sensitization to prevent flood disasters.
Anchoring the Manifesto in the NRM Agenda
Biara pledges to align his local development agenda with the government and NRM manifesto, creating synergy for faster and more effective service delivery in Bulambuli.
