Electoral Commission Condemns Violent Confrontations at Kyagulanyi Rally in Gulu

The Electoral Commission (EC) has strongly condemned the violent scenes that erupted during presidential candidate Robert Kyagulanyi Ssentamu’s campaign rally in Gulu on Saturday, 6th December 2025.
In an official statement issued by the Chairperson, Justice Byabakama Mugenyi Simon, the Commission described the incident as “unfortunate and uncalled for,” noting that it occurred barely days after a joint meeting with agents of all presidential candidates and the Uganda Police Force. That meeting had been convened to address grievances and to ensure that all parties committed to peaceful conduct throughout the electoral season.
EC Reaffirms Right of Candidates to Campaign Freely
The Commission emphasized that every duly nominated presidential candidate has the right to campaign anywhere in Uganda, provided their activities comply with the law and the guidelines issued by the EC. This reminder follows concerns that the Gulu confrontation could have stemmed from disagreements over campaign routes or access.
“Violence is inconsistent with the Commission’s enduring calls on all stakeholders to act peacefully and in accordance with electoral laws,” the statement noted. The EC stressed that peaceful campaigns are essential to ensuring that citizens enjoy free, fair, and credible elections.
Call for Dialogue Over Confrontation
Justice Byabakama urged all candidates, supporters, and stakeholders to embrace dialogue whenever disagreements arise. According to the Commission, confrontational approaches—especially those that lead to violence—jeopardize the integrity of the electoral process and put citizens at risk.
Police Directed to Investigate Incident
The EC called on the Uganda Police Force to investigate the circumstances that led to the violent clashes. The Commission requested that those found responsible be subjected to the full force of the law to discourage similar incidents in the remaining days of the campaign period.
Appeal for Lawful, Measured Enforcement
While acknowledging the crucial role of law enforcement during the election cycle, the Commission urged security agencies to exercise restraint. It advised officers to apply proportionate, lawful, and humane measures when enforcing compliance with electoral laws and guidelines.
The EC also reiterated its earlier call for all stakeholders—including candidates, security personnel, and supporters—to respect the established regulations designed to safeguard the electoral process.

As the 2025 general elections draw nearer, the Commission assured the public of its commitment to steering a peaceful, transparent, and credible electoral process.
