Former Attorney General Fred Ruhindi Endorses Robinah Nabbanja for Second Term as Prime Minister
Hon. Fred Ruhindi, the Nakawa East MP and former Attorney General, rose to second the motion in what marked his maiden speech in Parliament after ten years outside the legislature. His contribution attracted attention both for its symbolic significance and for the strong endorsement he gave to Nabbanja’s leadership credentials.
Former Attorney General and Nakawa East Member of Parliament, Hon. Fredrick Ruhindi, made a notable return to parliamentary debate after a decade away from the House by seconding the appointment of Rt. Hon. Robinah Nabbanja as Prime Minister and Leader of Government Business for the 2026–2031 term.
During the historic parliamentary sitting held on May 28, 2026, Parliament overwhelmingly approved Nabbanja’s reappointment, with 320 legislators voting in favor of the motion. The approval reaffirmed President Yoweri Kaguta Museveni’s confidence in Nabbanja to continue steering government business in the 12th Parliament.
The motion for approval was moved by the Government Chief Whip /Lira City Woman MP, Hon. Dr. Jane Ruth Aceng Ocero, who praised Nabbanja’s leadership record, commitment to service delivery, and ability to coordinate government programs across the country.

Addressing the House, Ruhindi expressed gratitude to the Prime Minister for giving him an opportunity to make his first parliamentary contribution since returning to Parliament.
“Right Honourable Speaker, Honourable Members, I want to thank Right Honourable Robina Nabanja for giving me this maiden speech in this Parliament after 10 years,” Ruhindi stated.
The veteran legislator described Nabbanja as a versatile and emotionally intelligent leader capable of effectively managing public affairs and guiding the country forward.
“Right Honourable Speaker and Honourable Members, I stand here to second the motion that Right Honourable Robina Nabanja be appointed as Prime Minister of Uganda,” he said.
Ruhindi noted that many of the issues he intended to raise had already been sufficiently addressed by the mover of the motion and previous contributors, but emphasized that Nabbanja’s leadership qualities made her deserving of another term in office.
“Suffice only to say one thing, that Right Honourable Robina Nabanja is a versatile, effective Prime Minister of Uganda. And emotionally intelligent. She knows how to handle public affairs. And that's one of the greatest challenges we have got in the management of public affairs in our country,” Ruhindi added.
He further expressed confidence that under Nabbanja’s continued leadership as Prime Minister, Uganda would make further progress in governance and national development.
“And I think with her guidance as Prime Minister, this country will move forward. Thank you so much. I beg to move,” he concluded.
Nabbanja’s reappointment extends her tenure as Uganda’s first female Prime Minister, a position she first assumed in June 2021. Over the last five years, she has overseen government business in Parliament, coordinated cabinet implementation programs, and represented government on several national and international platforms.
Her approval by Parliament signals continued political confidence in her leadership style, particularly her ability to manage relations between Parliament and the Executive while navigating complex national policy issues.
The sitting also marked a significant political moment for Hon. Fred Ruhindi, whose return to Parliament after ten years has reintroduced one of the country’s seasoned legal and political figures into legislative affairs. Ruhindi previously served as Attorney General and Deputy Attorney General, earning recognition for his legal expertise and contribution to government policy formulation. Observers noted that Ruhindi’s endorsement carried political weight given his long experience in government and parliamentary leadership. His remarks emphasizing emotional intelligence and public affairs management highlighted qualities increasingly viewed as essential in Uganda’s evolving governance landscape.
The approval of Rt. Hon. Robinah Nabbanja now clears the way for the formal constitution of government business leadership in Parliament as the new administration begins implementation of its agenda for the 2026–2031 term.
