Hamis Kiggundu Hailed as KCCA Sides with Investors in Flood Fight, Lukwago Loses Ground

In a landmark decision to combat Kampala’s long-standing flooding issues, the Kampala Capital City Authority (KCCA) Council has endorsed a strategic partnership with credible local investors to rehabilitate and modernize the city's drainage infrastructure. The resolution marks a major policy shift towards private sector involvement in addressing urban challenges, with an emphasis on accountability and efficiency under KCCA oversight.
The Council’s decision came during a tense session on April 3, 2025, where members overwhelmingly backed collaboration with developers to implement sustainable drainage solutions.
The move also came with a strong rebuke of recent allegations made by Lord Mayor Erias Lukwago against businessman Dr. Hajji Hamis Kiggundu and former Acting Executive Director Frank Nyakana Rusa.
Councilors rejected Lukwago’s claims as baseless and politically motivated, instead praising Rusa’s leadership during a critical period in the city’s management.
According to the Council, Lukwago’s accusations lacked both factual and legal foundation. His attempts to link Dr. Kiggundu to recent flooding in the city were met with sharp criticism, with councilors arguing that such statements only serve to undermine credible development efforts.
Rusa, who briefly held the position of Acting Executive Director from September to December 2024, was commended for supporting key drainage projects that have already shown positive impact.
The Council instead turned the spotlight on Lukwago’s confrontational leadership style, noting a pattern of opposition to developers working to resolve infrastructure problems.
Members emphasized that Kampala’s flood problems are not the result of private sector initiatives but rather decades of neglected drainage systems, inadequate waste management, and the absence of modern urban planning.
