Museveni Launches Week’s Campaigns in Bugweri, Calls for Wealth Creation Through Four-Acre Model
Addressing thousands of supporters, the President—accompanied by the First Lady and Minister of Education and Sports, Maama Janet Museveni—reflected on Bugweri’s historical role in Uganda’s liberation struggle.
President Yoweri Kaguta Museveni has opened his campaign programme for the week with a rally in Bugweri District, where he reiterated the NRM government’s commitment to improving service delivery while urging households to embrace economic transformation through modern farming practices.
Addressing thousands of supporters, the President—accompanied by the First Lady and Minister of Education and Sports, Maama Janet Museveni—reflected on Bugweri’s historical role in Uganda’s liberation struggle. He narrated how, in 1973, during the resistance against Idi Amin, he traversed the area from Buseso to Mayuge and onward to Jinja alongside the late Eng. Kassada. He saluted the families and individuals who risked their lives to support the freedom fighters.
Focus on Better Planning and Social Services
President Museveni noted that Bugweri District has more schools than parishes, a sign of progress but also an indicator of the need for improved planning and resource allocation.
“Bugweri has many schools, which is good, but we must organise these services better to maximise their benefit,” he said.
He announced that Buseso Health Centre IV will be upgraded to a general hospital, describing the decision as part of the government’s ongoing efforts to strengthen healthcare capacity across the country.
“This is what we call development—bringing services closer to the people so that they can live healthier and more productive lives,” he added.
Wealth Creation at Household Level Still Key
Despite the infrastructure improvements, the President warned that development alone cannot lift families out of poverty. He emphasised that individual households must take responsibility for creating wealth, particularly through commercial agriculture.
Museveni revisited his well-known four-acre model, a productivity strategy he has promoted for years. The model encourages smallholder farmers to dedicate:
One acre to coffee,
One acre to fruit trees,
One acre to pasture for zero-grazing dairy cows,
One acre to food crops,
With optional additions such as poultry and fish farming.
According to the President, families that have adopted this model have already seen significant economic progress.
“Those who listened and implemented the four-acre model are no longer struggling. They have income, they are educating their children, and they are living better,” he said.
Leveraging Government Wealth Funds
President Museveni urged the people of Bugweri to take advantage of several government initiatives designed to boost household incomes. These include:
The Parish Development Model (PDM)
NAADS
Operation Wealth Creation (OWC)
The Youth Livelihood Fund
The Women’s Fund
Myooga programmes
The Ntandikwa initiative for the informal sector
He encouraged families to combine these financial support schemes with disciplined utilisation of land to escape subsistence living.
“Government has put money in these programmes. What remains is for families to use this support to produce and generate wealth. Poverty will not go on its own—you must chase it,” he said.
NRM’s Message: Peace, Development, and Prosperity
The President concluded his address by reaffirming that the NRM’s steady leadership has delivered peace and development, but the next step is ensuring economic prosperity for every household.
Supporters in Bugweri welcomed the commitments, especially the planned health facility upgrade and renewed push for agricultural productivity.
As the campaigns continue across Busoga and the wider country, Museveni’s message remains clear: infrastructure creates opportunity, but prosperity begins at home—with the people.
