NEMA Steps Up Push for Climate-Resilient Planning at District Level
Held in Wakiso on April 8, 2026, the training brought together key technical and administrative officials at Hotel 360 Degrees in Wakiso District. The participants included District Chief Administrative Officers, Economic Planners, Environment Officers, and Natural Resource Officers drawn from across Northern Uganda.
The National Environment Management Authority (NEMA) has intensified efforts to strengthen environmental governance at the local government level through a centralized training aimed at equipping district leaders with skills in environmental mainstreaming.
Held in Wakiso on April 8, 2026, the training brought together key technical and administrative officials at Hotel 360 Degrees in Wakiso District. The participants included District Chief Administrative Officers, Economic Planners, Environment Officers, and Natural Resource Officers drawn from across Northern Uganda.
The engagement, officially opened by NEMA Executive Director Dr. Barirega Akankwasah, focused on integrating Environment and Natural Resources Management (ENRM) into district development planning and budgeting processes. A total of 48 participants attended the training.
Addressing Growing Environmental Pressures
According to NEMA, the training was convened in response to escalating environmental challenges affecting districts nationwide. These include land degradation, wetland encroachment, and the growing impacts of climate change—factors that continue to undermine sustainable local development.
Officials emphasized the urgent need to align district-level planning frameworks with national environmental priorities. This alignment is seen as critical in ensuring that development initiatives are both sustainable and resilient to climate-related risks.
Strengthening Integration into Planning and Budgeting
The core objective of the training was to enhance the integration of environmental considerations into District Development Plans, sector work plans, and annual budgets. Participants were guided on how to identify priority environmental actions and develop practical, locally relevant solutions to address environmental challenges.
The sessions also explored policy, legal, and institutional frameworks governing ENRM integration. Facilitators from the Ministry of Water and Environment, the Ministry of Finance Planning and Economic Development, and NEMA led discussions on leveraging Programme-Based Budgeting as a tool for financing environmental priorities.
Promoting Practical Solutions and Knowledge Sharing
Beyond theoretical discussions, the training provided a platform for participants to share district-specific environmental concerns and exchange practical solutions. This collaborative approach enabled leaders to agree on priority interventions tailored to their unique local contexts.
Particular emphasis was placed on the use of the Environmental Licensing and Management Information System (ELMIS), a digital platform designed to support evidence-based decision-making and improve environmental compliance monitoring.

NEMA reaffirmed its commitment to supporting districts in embedding environmental sustainability into planning and budgeting processes. The authority underscored that integrating environmental considerations is essential for achieving inclusive growth and building resilience against climate change.
