President Museveni Emphasises Commercial Agriculture, Industrial Parks and Land Security in Kayunga

President Yoweri Kaguta Museveni on Friday afternoon campaigned in Kayunga District as part of his nationwide engagements in the Greater Mukono sub-region, calling on citizens to take an active role in supervising government programmes and urging voters to elect leaders capable of ensuring effective service delivery.

 

Accompanied by the First Lady and Minister of Education and Sports, Maama Janet Museveni, alongside National Resistance Movement (NRM) leaders, the President addressed a large gathering where he acknowledged visible progress in key sectors but cautioned that government initiatives can only succeed if wananchi remain vigilant.

President Museveni stressed that public resources, particularly medicines in health centres and funds under the Parish Development Model (PDM), belong to the people and must be protected from misuse.

“Government can mobilise resources and design programmes, but it is the people themselves who must supervise implementation. Medicines and PDM funds are for wananchi, and no one should steal from you,” Museveni said.

He urged voters to support NRM leaders who are committed to monitoring government programmes at grassroots level and taking responsibility for ensuring that services reach the intended beneficiaries.

Clarification on Citizenship and Passport Concerns

The President also addressed concerns raised by members of the Bakuku community regarding alleged denial of passports and access to national services. He clarified that citizenship by birth, registration or naturalisation is a constitutional right and warned against unnecessary bureaucratic obstacles.

“No eligible Ugandan should be denied services because of delays or unnecessary bureaucracy. Citizenship is protected by the Constitution,” he emphasised, directing responsible agencies to handle such matters fairly and in line with the law.

Focus on Jobs, Agriculture and Industrialisation

Reaffirming the NRM’s development agenda, President Museveni highlighted job creation as a key priority, noting that sustainable employment can only be achieved through wealth creation. He pointed to commercial agriculture, irrigation, skills development and industrialisation as the main drivers of economic transformation.

He encouraged farmers in Kayunga to embrace commercial agriculture supported by irrigation to reduce dependence on rain-fed farming, while also urging the youth to take advantage of skills training opportunities aligned with market needs.

In a bid to expand industrial growth, the President challenged leaders and residents of Kayunga to identify land for the establishment of an industrial park, noting that industrialisation would create jobs, add value to agricultural produce and boost local incomes.

Assurance on Land Rights

On land matters, President Museveni reaffirmed that the Constitution protects all land tenure systems in Uganda and provides safeguards for lawful occupants and tenants.

“The law is clear. All land tenure systems are protected, and tenants must not be illegally evicted,” he said, assuring residents that government remains committed to ensuring fairness and stability in land ownership and use.

The Kayunga rally formed part of the President’s broader campaign efforts aimed at consolidating NRM support ahead of the 2026 general elections. He called for unity, discipline and continued focus on development, urging wananchi to judge leaders based on performance and commitment to the national interest.

As the campaign trail continues across the country, President Museveni reiterated that Uganda’s progress depends not only on government action but also on active citizen participation in safeguarding public resources and holding leaders accountable.
