Tororo, Uganda — November 14, 2025

President Yoweri Kaguta Museveni on Friday wrapped up a day-long campaign trail in Tororo District with assurances on long-standing administrative concerns and a renewed commitment to infrastructure development, health upgrades, and improved education services.

 

Addressing leaders and residents, the President said he had taken note of the persistent concerns surrounding the district status question—a matter that has remained a point of contention for years. He emphasized that from the government’s perspective, the issue had already been concluded and only awaited the completion of legal processes.

“I will check with the Attorney General so the final legal steps are completed,” President Museveni said, offering renewed hope to local leaders who have consistently sought closure and clarity on the matter.

Major Road Projects Highlight Government Investment

The President detailed an ambitious infrastructure plan that he said will significantly boost mobility and economic activity in Tororo and the surrounding districts. He confirmed that the government has financed the Tororo–Nagongela–Kisoko–Busulwe–Busaba road, a critical route for trade, agriculture, and transport.

 

Additionally, work on the Busia–Tororo road is ongoing, a major regional corridor that links Uganda to Kenya and supports one of the busiest border posts in East Africa.

These projects, he noted, are part of the broader NRM strategy to improve road networks, ease transportation costs, and facilitate regional trade.

Health Centres Elevated to Strengthen Service Delivery

In the health sector, the President announced that Malaba, Iyolwa, and Paaya will be upgraded to Health Centre IV status. These facilities will now be able to offer more specialized services, including maternity wards, minor surgeries, and emergency care — a significant boost for communities that have long struggled with distant referral services.

Furthermore, several Health Centre IIs will be elevated to Health Centre IIIs to ensure that sub-counties lacking adequate health infrastructure are fully catered for. Museveni said these improvements were rooted in government’s commitment to ensuring that every Ugandan has access to essential health services within reachable distance.

Crackdown on School Fees in Government Schools

On education, President Museveni reiterated his uncompromising stance against unauthorized school fees in government institutions. He stressed that such charges undermine the country’s success in achieving Universal Primary and Secondary Education by pushing children—especially from poor households—out of school.

 

“School fees in government schools must stop because they push children out,” he said, urging district leaders and education managers to enforce the directive.

Peace as the Foundation of Progress

Throughout his address, the President underlined the central role of peace and stability in Uganda’s development journey. He noted that the achievements in infrastructure, health, education, and economic transformation were only possible because the country has enjoyed security for decades.

“Peace and stability have enabled this progress, and they remain the foundation of our work going forward,” he said.

A Campaign Message Rooted in Delivery

The Tororo campaign stop underscored President Museveni’s message of continuity, service delivery, and completion of ongoing government projects as he seeks reelection under the NRM banner. His focus on resolving local administrative matters, expanding key services, and sustaining national stability resonated strongly with supporters in the district.

As the 2026 general elections draw nearer, Tororo’s residents now await the implementation of the President’s commitments — particularly the resolution of the district status issue, which remains at the heart of local political discourse.
