Day Four of NRM Leaders’ Retreat Focuses on Ideology, Governance and Transformation
The retreat, convened under the guidance of President Yoweri Kaguta Museveni and the NRM Party, continues to serve as a critical platform for newly elected Members of Parliament and party-leaning Independents to align with the NRM’s core principles, strategic direction, and national development priorities.
The fourth day of the ongoing National Resistance Movement (NRM) leaders’ retreat at the National Leadership Institute (NALI) in Kyankwanzi is in full swing, with a comprehensive programme designed to deepen leaders’ understanding of ideology, governance, and Uganda’s transformation agenda.
The retreat, convened under the guidance of President Yoweri Kaguta Museveni and the NRM Party, continues to serve as a critical platform for newly elected Members of Parliament and party-leaning Independents to align with the NRM’s core principles, strategic direction, and national development priorities.
Ideology Takes Center Stage
A major highlight of Day Four is a renewed emphasis on ideology, particularly through discussions centered on “Musevenomics”—a concept derived from President Museveni’s long-standing socio-economic philosophy. The sessions are expected to unpack the ideological foundations that have guided the NRM since its inception, including patriotism, pan-Africanism, socio-economic transformation, and democracy.
Leaders are being challenged to internalize these principles and apply them in policy formulation and legislative processes, with a strong call to avoid ideological ambiguity that could undermine national progress.
Infrastructure as a Catalyst for Growth
The retreat is also dedicating significant attention to infrastructure development as a key driver of socio-economic transformation. Presentations are focusing on how strategic investments in roads, energy, transport networks, and ICT can unlock productivity, enhance trade, and improve service delivery across the country.
Participants are examining the link between infrastructure expansion and wealth creation, particularly in rural areas, where improved connectivity is seen as essential for integrating communities into the money economy.
Spotlight on NEC and National Development
Another critical topic on the agenda is the role of the National Enterprise Corporation (NEC) in Uganda’s development trajectory. As the commercial arm of the Uganda People’s Defence Forces (UPDF), NEC has increasingly positioned itself as a strategic player in industrialization, construction, and production.
Discussions are exploring how NEC can further contribute to national development through public-private partnerships, value addition, and participation in key sectors such as manufacturing and logistics.
Constitutionalism and Separation of Powers
In line with strengthening governance, leaders are also engaging in sessions on the Constitution, with particular emphasis on the doctrine of separation of powers among the Executive, Legislature, and Judiciary.
The discussions aim to reinforce the importance of institutional independence, accountability, and adherence to constitutional mandates, while also fostering a spirit of cooperation among arms of government to ensure effective service delivery.
Reflection, Interaction, and Experience Sharing
As the day progresses, participants will engage in interactive discussions to reflect on the key themes presented. The retreat will later transition into a dinner interaction session, providing leaders with an opportunity to share experiences, exchange ideas, and build stronger networks within the party and across government institutions.
These engagements are seen as vital in promoting unity, cohesion, and a shared vision among NRM leaders as they prepare to execute their respective mandates.
