KAMPALA — The Chairman of the Patriotic League of Uganda (PLU), Gen. Muhoozi Kainerugaba, has formally incorporated Busoga-based mobiliser Samuel Nabeeta Mmulowooza into the organisation’s structured leadership hierarchy, assigning him the rank of Patriotic Officer 028 (PO28).

Recognition of Grassroots Mobilisation

Nabeeta, who serves as PLU’s Regional Coordinator for the Busoga Sub-region, has long been regarded as a key political mobiliser within the ruling National Resistance Movement (NRM). His elevation to PO28 reflects years of grassroots engagement, particularly in Eastern Uganda, where he has played a central role in rallying support for both PLU and the NRM.

Beyond politics, Nabeeta is an entrepreneur and development actor, serving as Executive Director of multiple ventures including Debu & Fi Initiatives, Sun Box Solar Uganda Ltd, and Eye Power Engineering—initiatives that operate across the Great Lakes region.

His influence was particularly evident during recent electoral cycles, where he was part of the Busoga sub-regional coordination team credited with delivering 54 percent of the vote in favour of President Yoweri Museveni and other NRM candidates. This performance reinforced his standing as ad dependable mobiliser within the ruling establishment.

From Team Chairman to PLU Leadership

Nabeeta is also among the pioneering figures behind the “Team Chairman MK Project,” a political mobilisation platform that later evolved into PLU. His role in organising youth wake rallies and advancing mobilisation campaigns placed him at the centre of efforts aimed at influencing youth participation in government programmes.

Working closely with leaders such as Balaam Barugahara Ateenyi, Nabeeta contributed to initiatives focused on mindset change, youth empowerment, and increased uptake of state-led development programmes.

His incorporation into the PLU hierarchy, therefore, is widely seen not as a surprise, but as a formal recognition of his longstanding contribution to the movement’s formation and expansion.

Expansion of the Patriotic Officer Structure

Nabeeta’s appointment came alongside a broader list of newly designated Patriotic Officers, including notable political and public figures such as Lukia Nakadama Isanga (PO22), Samuel Katugunda (PO23), Ali Ndawula (PO24), Francis Adome (PO25), and retired Major Joseph Kakooza (PO26).

Others in the latest cohort include Sam Kajojo (PO27), Linos Ngompek (PO29), Zipora Akol (PO30), Joe Omara (PO31), Prisca Yoriyori (PO32), and Jimmy Lwanga (PO33). Additional assignments were given to Muhammad Ssentayi (PO34), Sarah Kiyimba (PO35), Gen. Taban Amin (PO36), Polly Karamuzi Katwire (PO37), the late Peter Banura (PO39), and Shafique Ssebunya (PO40).

These follow earlier announcements in March 2026 that included senior government officials such as Frank Tumwebaze (PO13), Haruna Kasolo Kyeyune (PO14), Jane Ruth Aceng (PO15), and other political figures.

The initial rollout of the numbering system placed Gen. Kainerugaba himself as PO001, followed by prominent figures including Andrew Mwenda (PO002), Michael Nuwagira (PO003), Edwin Karugire (PO004), Daudi Kabanda (PO005), Balaam Barugahara (PO006), Michael Mawanda (PO007), Lillian Aber (PO008), the late Cedric Babu (PO009), Frank Gashumba (PO010), Henry Basaliza (PO011), and Fadil Twala (PO012). 

A System Rooted in Historical Symbolism

According to PLU officials, the Patriotic Officer numbering system draws inspiration from the structure of the National Resistance Army (NRA), the liberation movement that waged a guerrilla war between 1981 and 1986 before transitioning into the NRM government.

Within the NRA, early participants were assigned unique numbers that later became enduring markers of seniority, loyalty, and influence. By adopting a similar system, PLU appears to be positioning itself within a historical continuum linked to Uganda’s liberation narrative.

Consolidating Structure and Political Identity

Analysts view the expansion of the PO ranking system as a deliberate move by PLU to formalise its internal organisation, reinforce hierarchy, and cultivate a distinct political identity. The structured recognition of members—particularly those with proven mobilisation credentials—signals an effort to strengthen cohesion as the movement grows.

For Samuel Nabeeta, the PO28 designation not only cements his role within PLU’s leadership but also underscores the increasing importance of regional mobilisers in shaping Uganda’s evolving political landscape.

As PLU continues to expand its reach, the institutionalisation of ranks and recognition mechanisms is likely to play a central role in defining its trajectory and influence in national politics.
