Hon. Amb. Barbara Nekesa Oundo Releases NRM Facilitation Funds for LC1, LCII and Women Council Flag Bearer

The National Resistance Movement (NRM) has released facilitation funds to district structures across the country to support the endorsement of party flag bearers for Local Council I (LC1), Local Council II (LCII), and Women Council elections from the village to the district level.

In a circular dated July 10, 2026, the NRM National Treasurer, Hon. Amb. Barbara Nekesa Oundo, directed all district and city chairpersons and district administrative secretaries to oversee the implementation of the exercise in accordance with the party's electoral roadmap.

The circular, copied to members of the Central Executive Committee (CEC) and the Secretariat Top Management Team, outlines the roles of party officials and the facilitation allocated to ensure a smooth endorsement process.

Endorsement Structure

According to the guidelines, the endorsement of party flag bearers will be undertaken at different administrative levels:

LC1, LCII, Village Women Councils, and Parish Women Councils flag bearers will be endorsed by NRM Parish Registrars.

Sub-county Women Council flag bearers will be endorsed by NRM Sub-county Chairpersons.

District Women Council flag bearers will be endorsed by NRM District Chairpersons. 

The party has also dispatched endorsement stamps to all districts, corresponding to the number of parishes in each district. NRM Sub-county Chairpersons have been tasked with collecting the stamps from district offices and delivering them to parish registrars alongside their facilitation funds.

They will also supervise the entire endorsement exercise within their respective sub-counties.

Facilitation Package

The NRM allocated various facilitation packages to support the exercise.

Each NRM Sub-county Chairperson will receive a lump sum of Shs70,000 to supervise the exercise, transport endorsement stamps and funds to parish registrars, and endorse Sub-county Women Council flag bearers.

Parish Registrars will receive a lump sum of Shs30,000 for endorsing flag bearers at the village and parish levels, as well as an additional Shs10,000 to facilitate travel to collect endorsement stamps and funds.

Additional provisions have been made for hard-to-reach areas and for districts where party officials have to travel to access banking services. The party has also provided a lump sum of Shs200,000 per district to cater for bank charges.

The funds were deposited into respective district accounts on Friday, July 10, 2026.

Bugisu Districts Receive Millions

Several districts in the Bugisu Sub-region received varying amounts depending on the number of sub-counties and parishes.

Sironko District received the highest allocation in the sub-region, amounting to Shs12.54 million, owing to its 42 sub-counties and 225 parishes.

Other allocations include:

Manafwa District – Shs9.08 million (32 sub-counties and 156 parishes);

Namisindwa District – Shs8.95 million (29 sub-counties and 163 parishes);

Bududa District – Shs8.96 million (28 sub-counties and 160 parishes);

Bulambuli District – Shs7.3 million (26 sub-counties and 122 parishes);

Mbale District – Shs4.99 million (17 sub-counties and 90 parishes);

and Mbale City – Shs3.36 million (12 sub-counties and 58 parishes).

Meanwhile, Busia District in the Bukedi Sub-region received Shs4.4 million to facilitate the exercise across its 20 sub-counties and 70 parishes.

Warning Against Misappropriation

In her communication, Hon. Barbara Nekesa Oundo warned party leaders against the misuse of funds and alteration of guidelines.

She revealed that the party had registered cases of misappropriation during previous electoral activities, leading to legal proceedings against some leaders who were entrusted with managing the funds.

"Please note: In the recently concluded elections, we had instances of misappropriation of funds and/or alteration of guidelines in the administration of the funds. Such action has given rise to legal proceedings against some of the offenders who are in positions of leadership and are expected to provide proper guidance," the National Treasurer stated.

She further noted that the party currently has a backlog of cases to handle and cautioned leaders against engaging in actions that could render them culpable.

"Desist from any action that may get you or those under your supervision culpable," she warned.

The circular concluded with the party's mobilisation slogan, "#Kisanja No More Sleep," underscoring the NRM's determination to strengthen its grassroots structures and ensure a transparent and well-coordinated endorsement process ahead of the upcoming Local Council and Women Council elections.
