Hon. Amb. Nekesa Launches Strategic Mobilisation Push in Pallisa and Butebo
Hon. Nekesa’s engagement comes just days before the official commencement of the commissioning of parish meetings slated for December 4th, an exercise designed to strengthen coordination with over 63 village members across the two districts.
Pallisa and Butebo districts on Monday played host to Hon. Amb. Barbra Nekesa Oundo, the National Treasurer of the National Resistance Movement (NRM) and the Team Leader for President Yoweri Kaguta Museveni’s vote mobilisation in the Bukedi region. Her visit marks a significant boost to the ruling party’s grassroots mobilisation efforts ahead of the January 2026 general elections.

While addressing leaders and mobilisers, Hon. Nekesa underscored the importance of educating citizens about the NRM’s longstanding record of development since its inception. She highlighted key government achievements within Pallisa and Butebo, pointing to investments in road networks, electrification, water infrastructure, and immunization programmes that have improved the quality of life for residents.
She urged local leaders to be well informed about these achievements so they can effectively communicate the NRM message during community engagements.
As part of the mobilisation plan, each of the 63 village leaders involved in the effort will receive a daily facilitation of UGX 30,000 for 35 days, with a clear mandate: mobilise at least five individuals per day in their respective villages. Although NRM flag bearers are not part of this specific facilitation structure, they have been encouraged to attend parish-level meetings and amplify the party’s message whenever engagements take place in their constituencies.
The mobilisation calendar is extensive and well-coordinated. It includes:
January 12th: A nationwide village baraza set to take place across all 72,000 villages in Uganda.
January 13th: A grand campaign rally at Kololo Ceremonial Grounds, where the country’s final mobilisation push for President Museveni is expected to culminate.
Additionally, Hon. Nekesa revealed that facilitation for boda-boda riders, along with distribution of NRM materials, will be processed through district bank accounts. These accounts will be jointly overseen by the three top district NRM leaders—the District Chairperson, District Administrator, and District Secretary for Finance—to ensure accountability and smooth flow of support to village-level mobilisation teams.
Manifesto Priorities: Wealth Creation and Market Expansion
Hon. Nekesa reiterated that the NRM’s current manifesto places strong emphasis on wealth creation, peace, and stability, which should form the core of all mobilisation messages. She also noted that the government is committed to strengthening East African regional ties to expand market access for Ugandan produce, a move expected to uplift farmers and traders through large-scale production and broader economic opportunities.
M7 Cup Youth Mobilisation Effort Takes Center Stage
The event also featured remarks from Mr. Omulen Lawrence, who outlined his role in spearheading the M7 Cup rallies across the Bukedi region. The initiative—a sports-centered mobilisation strategy targeting the youth—has gained momentum as a unifying platform to engage the region’s predominantly young population.
Mr. Omulen highlighted that youth make up about 70% of the Bukedi population, making them a critical demographic in the 2026 electoral landscape. He pledged his commitment to ensuring President Museveni secures at least 85% of the vote from the region, noting that the M7 Cup activities will continue through to January 10th, when the grand finals will take place.
He emphasized that his work is voluntary and driven by loyalty to the NRM and belief in President Museveni’s leadership.
Hon. Amb. Barbra Nekesa’s visit to Pallisa and Butebo marks an energised start to a highly coordinated mobilisation campaign in the Bukedi region. With structured facilitation for village leaders, strategic messaging centered on development achievements, and youth-focused initiatives such as the M7 Cup, the NRM is positioning itself for a strong grassroots presence as the 2026 elections draw closer.
